Amend paragraph 8.61 to read:

The Council recognises the important role that local community facilities play in a rural county and will resist the loss of existing facilities and support the development of new opportunities. To implement the policy the Council will rigorously test proposals which result in the loss of a community facility, requiring evidence that an appropriate marketing exercise has taken place for a minimum of 12 months. Other evidence such as evidence of demand from commercial property agents may also be required to support applications for change of use. Where healthcare facilities are formally declared surplus to the operational healthcare requirements of the NHS or identified as surplus as part of a published estates strategy or service transformation plan, this will be considered to satisfy Part (a.) of the policy.

All new residential developments of 10 dwellings or more will be required to provide new or enhanced publicly accessible open space, to meet the needs of their occupiers in accordance with this policy and the standards set out in Appendix 3, and in anyshould take into consideration any relevant guidance and supporting evidence available at the time of determination provided by subsequently prepared Supplementary Planning Documents (SPD).

Amend wording of the paragraph after criterion h) of policy SC7 to read:

The precise type of on-site provision will depend on the nature and location of the proposal and the quantity and type of open space needed in the local area. This should be the subject of discussion and negotiation with the Council at the pre-application stage and where relevant with the input of the relevant Town or Parish Council and must have regard to the most up to date Open Space Assessment and/or Playing Pitch Strategy.
