We note the content of Policy H3. However, it appears not to have been considered by policy SS5 and H1.4
In general, we support policies relating to housing mix, accessibility, and self-build. However, we feel that more emphasis is needed on the regeneration of existing housing – for example, the space above shops in Oakham and Uppingham and regeneration and investment into town centres in general, as we are concerned about the perceived decline of our High Street in Oakham with many shops/ facilities closing.

The Rutland County Council, Gypsy, Traveller, and Travelling Show People Accommodation Assessment (GTTSAA), March 2023 states in Paragraph 5.18:
“There have been discussions and plans about turning St George’s Barracks into a new settlement and Gypsies and Travellers were being considered in the development. However, that idea was axed due to a failure to agree the plans. A new Local Plan is currently being prepared.”
There has been no contact with Edith Weston Parish Council to discuss this issue since March 2023. Inclusion of this site in Policy H10 has not been evidenced. The reference to St George’s Barracks should be removed from the policy.
A travellers site at St George's Barracks would be on brownfield land, well-related to Edith Weston and potentially suitable for mixed use. It would also be well-placed for the use of local facilities. It would address well the criteria in the national Planning Policy for Traveller Sites and Policy H10. This would be subject to the production of a fresh Development Plan Document, which would involve extensive consultation and an Examination in Public, as well as the consultation and Examination taking place alongside the production of the current emerging Local Plan.

Chapter 7 - Economy

We feel that this chapter lacks detail how our economy is going to grow. For example, more specifically in terms of how inward investment is going to be achieved as the policy seems heavily reliant on entrepreneurship coming from within our existing community which is at odds with the current diversity and age of population.
The allocation of new employment sites as well the safeguarding of existing locations allows the area to provide sustainable growth to the area's economy through the provision of jobs. Attracting companies into the area of these new sites is a mechanism to attract inward investment and provide local people who have obtained skills to be retained within the area. Also, growth to the area's economy will provide opportunities for inward migration from skilled workers and contributing to Rutland's economy as set out in the Economic Strategy 2023.
