The plan lacks coherent linkage between the various parts of the proposed plan (for example climate change and the reduction in carbon with infrastructure and the better use of mass/public transport).
There is no feel for how the plan will be implemented, or details on timelines, deliverables, and performance measurement.
Comments noted. Reference to importance of supporting and enhancing sustainable forms of transport in the Climate Change chapter has been suggested as an addition to the text. In terms of linkages, it is made clear in Chapter 1 that policies should not be read in isolation as more than one policy may apply to a particular site or issue and, for this reason, the Plan does not normally include cross-referencing between policies. Other parts of the Plan are, however, referenced where appropriate in the text. Indicative timescales for the progression of the Plan are given and it is made clear that the Plan will cover the period to 2041. Whilst the Plan has sought to ensure that delivery of allocated sites will take place during the Plan period, monitoring (‘performance management’) will take place and an Authority Monitoring Report is produced.

We object strongly to the arbitrary and excessive allocation of housing development numbers to Edith Weston, and question the plan’s failure to consider alternative uses for the ‘future’ St George’s Barracks.
Policy SS1(b) identifies Edith Weston as one of the 10 Larger Villages in the development hierarchy.
The policy states that greenfield sites adjoining the Planned Limits of Development will only be released in exceptional circumstances. Clearly this is incompatible with some of the proposed site allocations including ED106.
It does not specify what the criteria of the ‘exceptional circumstances’ might be, and we would welcome more clarity on this.

Whilst this represents a reduction from previous proposals, these proposals are at odds with the vision, particularly with respect to climate change, rural character and natural environment and infrastructure.
Comments noted. Policy SS5 does not allocate the SGB for housing/employment but, instead, seeks to guide future proposals for the redevelopment of SGB and recognising that the site is very likely to become vacant during the plan period. At the time of preparing the Reg 18 Plan, the mix of uses, scale and possible amount of development is unknown and so the policy reasonably defers these decisions to a masterplan. The drawing up of the masterplan will be achieved through joint working between the council, the MoD and other parties, and with community engagement, including parish councils.

St George's Barracks has been identified as an opportunity area under draft Policy SS5 (Chapter 5 - Spatial Strategy). The policy sets out the requirements that a site masterplan would need to incorporate (which include matters of climate change, rural character, the natural environment and infrastructure). As a Development Plan Document has not yet been created to provide the required detail, it is not considered that this policy is contrary to the Strategic Objectives set out under chapter 3.

Comments noted. The Local Plan acknowledges that SGB may be appropriate for meeting some future development needs either during this plan period and/or beyond. The Local Plan must allocate sufficient housing land to meet housing needs during the plan period and the Council took the decision that SGB will be identified as a Future Opportunity Area. The masterplan would consider appropriate developable areas of the site on the basis of a number of constraints, including landscape, biodiversity and heritage assets, as set out in Policy SS5 and this also requires the masterplan to detail how the scheme will satisfy the policies of the Local Plan (and any relevant Neighbourhood Plans).

We suggest that the strategic aim to develop a more diverse community be made stronger, particularly in terms of attracting more a diverse and younger community into Rutland.

Diversity of places and communities would be achieved through the Spatial Strategy and site allocations across the settlements in the county, with the provision of affordable housing and employment sites.
