Main concern apart from losing Green Belt land which should never be lost, is the already over congested traffic on Brooke Road which is single track with residents parking and dangerous. It doesn’t matter what we say as nobody on the council listens, put your new developments off the BY PASS where there is room without destroying Oakham old town anymore.

I assume that access and egress to this development will be via the Uppingham Road by way of a tunnel beneath the rail line, similar to that provided for access to the farm which lies immediately to the West of the rail line?
Access via Brooke Road itself would be totally impractical and irresponsible unless the development incorporates a scheme to do away with the Brooke Road level crossing and provide an alternative means of crossing the rail line either under or over.
Anyone who has to cross the Brooke Road level crossing will tell you that currently at peak time the congestion caused by the unnecessary elongated closure times of the crossing and number of trains passing through Oakham causes unacceptable and unnecessary congestion. This could be mitigated by providing off road parking for the residents of Brooke Road immediately after the crossing when travelling towards Oakham town centre, at least then traffic would flow both ways.
To even consider the proposed development without considering the impact this would have on the environment and health around the Brooke Road crossing area without an alternative traffic plan would be madness.

Have you even looked at the existing highway safety and congestion on Brooke Rd and at Brooke rd railway crossing? How can you even contemplate adding to this existing problem with more housing is beyond logic!!! Furthermore, as a council who keeps approving more and more housing in Oakham, when will you look at preserving our green rural spaces and look at providing amenities for your increasing community, I.e. GP surgeries, sports and leisure facilities including a swimming pool

As I understand it, development of this area has been considered on multiple occasions in the past and rejected.

With good reason, the existing road infrastructure is completely insufficient and already struggles to manage existing levels of traffic. It is single lane at numerous points along the length of the road.

To develop further in this area would exacerbate the existing travel issues in the area and make already hazardous road conditions even worse. The school run traffic already sees multiple near misses during the day.

It is a complete nonsense to think that this development will not cause chaos in the surrounding area. The safety issues and congestion that would be caused on the roads around the Brooke Road level crossing are unacceptable and insurmountable.

The fact that the development was dropped from the local plan in 2020 speaks volumes and nothing has changed for this development to be allowed now.

I urge that permission for this development to go ahead is refused

I am very much against the proposals for house building on Brooke Road. Any additional housing on this side of town will exacerbate the huge difficulties already occuring at the railway crossing at Brooke Road,
On Brooke Road, it is difficult to turn right, out of the road, to progress across the crossing, particularly when there has been queuing. In addition, the road is narrowed on either side of the crossing because of parked cars. Traffic from the proposed new development will almost certainly decide to travel instead along Trent Road and Tyne Road. These roads are pedestrian routes for Brooke Hill Academy, children walking to school have to cross both of these roads and extra traffic will make it very hazardous.

I am writing to object to this proposal which has already been rejected TWICE for valid reasons mainly road safety and loss of biodiversity.
I travel over the Brooke Road crossing twice a day and am regularly late for work due to excessive wait times or short period’s before the barriers come down a second time.
Brooke Hill school is closed tomorrow due to flooding! We do not have the infrastructure in place for this to even be considered. What reassurance do we have that this will not worsen with further development?
How is this safe? The infrastructure is lacking to cope with drains overflowing. What happens when more properties begin to flood?

I wish to object to the proposal in the local plan to build 140 new homes south of Brooke Road. The crossing is already busy and becoming increasingly so with the increased number of goods trains going over the crossing. The junction of Brooke Road and Welland Road is especially busy with parents taking and collecting children from the school.
Whilst there is a need for more affordable housing in Oakham it appears that most houses being built are not affordable for local residents and that the new homes are putting pressure on the existing infrastructure. Locals are therefore not benefitting in any way and indeed are suffering with less ability to get around Oakham.
Housing cannot continue to be built south of the railway line without any consideration as to how cars and pedestrians are to access Oakham. It is creating problems that should be resolved before they are allowed to happen.
The local plan should therefore not include this site unless it also includes access plans that do not impact on the already busy crossing.

I cannot believe that a plan for 5 houses, let alone 140, are planned for Brooke Rd. I thought, when I voted Lib Dem that you were going to stop all this building around Oakham.
It is not just the congestion at the level crossing that will be the problem, although it will be a big problem for those of us who live to the south, but congestion on all roads around the area. Are you also planning to provide another Medical practice, for instance?
I know the govt are saying that more houses have to be built but our High St is already dying which means a great deal more traffic will be on our roads as well getting in and out of Oakham.
I understand that this development has already been turned down twice so what has changed that now makes it viable?

I live in Brooke Road and have done so for 10 years.

To build some houses on the fields bordering on Brooke Road would be an unsafe move.

The road cannot take anymore traffic as was apparent when the Manton Bridge was closed for works, the road became chock a block with traffic unable to pass each other and was quite comical to watch.

If a bridge was built over or under the railway line this would ease the traffic problem but until that time Brooke Road would be a car park, especially at school drop off and pick up time.

I hope you will remove the 140 houses from your local plan. These plans were in the last proposal and was rejected by the highways department as Brooke Road cannot take any more traffic.

I live on Brooke Road. I have a young child. The turning just past the railway line is already dangerous with cars parked on the immediate bend blocking visibility and a tight turn which doesn't allow pedestrians to see cars approaching that turn. I worry that the significant increase in localised traffic this development would introduce would increase the danger to myself and my family.
If you do go ahead with the plans, might you stand up for local communities and require the developer to reduce the number of houses (to maximise their profit) and instead require them to build play areas, areas that support wildlife, eg a pond and even a dental centre that supported access to NHS dental care.

Object to the proposal for following reasons:
Increased flood risk- area is a natural storage for rain water and the two ditches are inadequate for the volume of water as demonstrated by the recent flooding. The building of impermeable brick, tarmac etc' will cause more surface water and make the flooding worse.
The traffic congestion at the level crossing and surrounding streets would be made worse and is bad for people's health.
Damage to biodiversity: I have seen owls and bats using these fields for hunting and other key wildlife indicators. This should not be put at risk by insensitive housing development.

Oakham needs affordable two/ three bedroom accommodation for local people. It does not need more 5 bedroom houses on the edge of town that are unaffordable for locals.

The current infrastructure of the road is not suitable for such a significant increase in housing, and it is already experiencing congestion issues, particularly during school drop-offs and pick-ups.
The railway crossing at the bottom of the road adds an additional layer of complexity to the traffic situation. It will cause extreme traffic build up especially when the crossing is down or just come up. Only the other day it was grid locked when the barrier went up and there were cars still on the railway line if the barrier had gone down again quickly as it sometimes does they would have been stuck. This was due to the fact the cars going in and out of the junction couldn’t get past parked cars on Brooke road. Also the parked cars outside houses on Brooke Road opposite the allotments on the town side of the crossing cause so much trouble. Some of the cars outside the houses are so big you can’t see round them. Several times I have seen young lads on bikes nearly get wiped out by impatient drivers. You pull out in good faith but can’t see past the parked cars and this causes a blockage.

Huge increase in traffic to not only Brooke Road but also the surrounding residential roads.
The detrimental effect to the surrounding villages of Brooke through to Preston as they will be used as a cut through for the traffic. During the recent flooding excessive traffic came this way and caused an even bigger backlog at the crossing.
Tyne Road is already an excessively busy road for parents cutting through to and from school, this will only be exacerbated by new residents trying to avoid the Brooke Road rail crossing queue.
Environmental issues - will flooding be worse, disruption of existing wildlife, pollution from the increased traffic to the area
Where is the infrastructure for all these new residents on top of the ongoing developments by Bellway and Davidsons Homes? The existing healthcare provision in Oakham is wholly inadequate for the existing population never mind adding in more!

1 the destruction of green fields used currently for farming and by wildlife....

4 RCC should reconsider the perfectly adequate brownfield site at St George’s Barracks to fulfil their government housing quota. It was one of the greatest travesties of local politics in this area when the plans for this ‘on a plate’ site were dropped

Brooke Road is currently experiencing congestion issues, particularly at its junction with Welland Way, where it becomes narrow and encounters frequent blockages as traffic attempts to make right turns towards the level crossing. The narrow section, with residents parked on one side, is a congestion point at the best of times. It is not uncommon for vehicles to have to stop and squeeze past each other. At ‘rush hour’ when children are being taken to or from Brooke Road Primary School, and people are going to and from work, this congestion is exaggerated, and backs back along Brooke Road, Tyne Road and Derwent Drive, so that vehicles wanting to leave these roads and head away from the area of congestion are unable to move.
The second is the drainage problems which could occur by developing land adjacent to the brook; currently the greenfield site is absorbing water to slow its drainage into the watercourse. In the light of the recent flooding problems (notably Stud Road and Braunston Road, where houses have been built) the proposed building work risks flood risk along that valley.

Highways-traffic at capacity with level crossing closing 20 mins in the hour and with network rails local plan of increasing freight 3 fold will make this worse.
There is no option to widen road which is single track for most of it due to on street parking and the road being lined with housing.
11.6 million was spent creating the ring road which still has plenty of opportunities for suitable sites for housing which lead then straight onto a main arterial road,
Also plenty of children walk to school and cycle along route, this will become so much more dangerous.
Flooding - the field in question regularly floods so where will all this water go with more of land built on.
Facilities- how can any more housing be considered anyway without an increase in facilities especially Doctors, we are in a dire state already with a surgery unable to cope with current numbers,

This site has been rejected twice before for railway crossing congestion/safety reasons and Highways Agency concerns regarding the ability of the narrow Brooke Road to take any more traffic.

The situation is now much worse with more traffic, increased rail freight with more proposed by Network Rail, more people, more development at the former Allotments in Brooke Road adding even more pressure, and more schoolchildren walking to school put at risk of harm.

I therefore suggest it is removed, as it has before, therefore saving all your Council Tax Payers time and money.
