I currently live off Brook Road and regularly have to struggle with traffic around the crossing, queuing on a week morning for up to 12 minutes stationary in order to cross if multiple trains are passing. If you add the traffic from 140 new homes this would be completely unusable for motor vehicles.
Oakham is poorly equipped for further demands on GPs, NHS dentists, Primary, secondary and HE schools (State funded) as well as banking facilities and parking in town. Local jobs (in Oakham) that offer salaries that would support mortgages on the proposed new builds do not exist and therefore anyone purchasing one of the proposed houses will need to drive to work.
I also believe that the loss of biodiversity will be an additional nail in the coffin.

object to this proposal, four years ago the same proposal was unsuitable due to the issues of highway safety and congestion in the area - particularly the roads south of the Brooke Road level crossing. The situation has not changed.
Consider the impact of at least another 280 cars on this part of Oakham in terms of significant congestion, access issues and highway safety. Additionally, another 140 families will cause a significant strain on the already struggling public services.
this will have a negative impact on the existing residents of this area and the environmental impact as the field is home to a whole host of important wildlife.

Greenfield site.
The infrastructure can't cope with any more properties. Every new home has at least 2 cars and delivery vehicles calling.
The railway crossing on Brooke Road is a nightmare, traffic problems and chaos at the crossing has at least quadrupled in 6 years. I would never have moved here if I had known what was in store.
People from the new development will use the lanes to get to the A47 roundabout.

Need to get the infrastructure in place prior to building any further dwellings. We need better GP facilities, we need a walk in centre available to residents that is fit for purpose rather than having to travel to the next county to receive care, more NHS dentists, a bigger secondary school and college, fibre broadband for all residents; get retail outlets to join the town - something that is desperately needed to get the county to survive and attract more business, get the roads repaired, get a leisure facility set up so residents have somewhere to exercise and spend leisure time, provide something for the younger generation to spend time doing instead of causing criminal damage to life saving equipment because they’re bored and have nothing to do!!

1) Most homes these days have 2 cars with very few jobs available in Oakham and Rutland the occupants of the 140 houses will have to use cars to get to work this will mean about 200 cars leaving the development every morning coupled with cars from the development on the old allotment and local traffic including the school run it will be absolute chaos at the railway crossing with long tailbacks creating an impossible situation
2) The infrastructure cannot support another 140 homes plus other new homes in the area It is already virtually impossible to get a Doctors appointment at Oakham medical practice and NHs dental care. Can the local schools take another 200 or so pupils ?

As residents of Tay Close for 40 years, the Brooke Road crossing is a critical part of our daily lives.
The increased number of trains, lengthy gate closures, long queues either side of the crossing, residents’ cars parked on Brooke Road either side of the crossing and two road junctions close to the crossing all combine to make it both very congested, especially at school times, and potentially dangerous. This is all happening without any further building on Brooke Road.
There is already enormous pressure on the town’s infrastructure in terms of education and medical facilities that will only deteriorate further if this development is approved.

There has been a lack of balance in the town planning. Many residential estates have been built plus several care homes for the elderly. Meanwhile the increased population growth has not been balanced by improvements in infrastructure.
The level crossing at Brooke Road often results in long queues of traffic backing up into neighbouring streets. This leads to long delays for both motorists and pedestrians. There is increased pollution caused by the waiting traffic. This proposal will add to this traffic congestion - initially from construction vehicles and later from the additional traffic from the extra houses.
The proposal for the Brooke Road residential development was rejected in 2008 and 2020.

Having lived on Cricket Lawns since 1975 we have seen a significant increase in traffic on Brooke Road.
Brook Road is already very difficult to negotiate as there are parked cars 24/7 on one side of the road . With the increased rail activity, traffic awaiting clearance at the Brooke Road crossing can already take many , many minutes to get from Cricket Lawns to the other side of the crossing! traffic from an additional 140 homes will add to this already significant problem.
The 'brooke' which runs behind our houses and the allotments is home for a wide range of birds , animals and amphibians. including Muntjac Deer and bats.

The local off-site infrastructure does not have the capacity to support this expansion. This is particularly noticeable at the Brooke Road level crossing (physical infrastructure) where there are frequent extended delays trying to turn right to access the crossing and to pass the parked cars leading into Oakham town centre.
There is only one medical practice in Oakham (community infrastructure) and this is already overwhelmed trying to cope with the current population. How will they manage if a total of 225 houses are built within Oakham, as is proposed?
RCC states that the Community Infrastructure Levy obtained from the developers will not be enough to fund the required improvements, so is the Council willing and able to pay ?

There have been too many houses built in and around Oakham in recent years. It is losing its identity. travelling around the town is a struggle because of increased traffic.
Losing another greenfield site.
Oakham does not have the facilities or infrastructure, roads, drainage etc to support more housing.
Cant get a doctors appointment, no school places for more pupils, roads are gridlocked the level crossing at junction with Welland Way is often at a standstill. recent storms and flooding shows that greenfield should not be covered in concrete.

We have just been informed of a planning application for building 140 houses on Brooke Road, Oakham .
We wish to object in the strongest possible terms on the grounds of traffic congestion, school access difficulties and a loss of bio-diversity on land that is a green field site. To build up to 140 houses at this location would be a disastrous decision for all the reasons set out above.

I live very close to the Brooke Road crossing. At the moment the crossing gate appears to be closed more than it is open. Often the queue of cars etc. waiting will stretch down as far as the cricket field.
In my opinion the only reason that there has not been a serious traffic accident on this road is because it is so very dangerous that drivers can only drive at walking pace through the one way section by the parked cars. Add to this the comings and goings from the new houses and the road would be virtually impassable and would inevitably affect many of the surrounding roads.
It should be remembered that there is a school in the upper Brooke Road which needs access.
This is not just a NIMBY reaction but a real concern.

I attend Brooke Hill Academy. This housing development is a bad idea. Many of my friends come to school on their own and travel along Brooke Road. I fear for their safety if this plan goes through. The railway crossing is always busy and if we add more cars to the road we will definitely have very long queues which will cause frustration to the drivers and all the people living in the area. The impact on the environment needs to be considered. Our school flooded over the holidays, and people have said it is because of the development on Braunston road. We need to protect our natural areas, the small defenseless creatures that will be killed and their natural habitat destroyed for profit. We need more green space, not more houses. We need things to do, not more people needing to do things. Please do the right thing and stop this from happening.

The impact of development at OAK04 would be felt much further afield than its immediate vicinity. The conspicuous nature of the site is not only due to the lack of vegetation, but also the rising topography to the south that wraps around the site like a natural amphitheatre. This elevated arc is home to the Macmillan Way and Rutland Round National Trails making OAK04 a highly visible location from publicly accessible areas.
Brooke Road is a lane which winds through countryside and villages for many miles before reaching Oakham. Brooke Road only becomes a two lane road as it reaches the edge of the town, but at this point there is only development to one side, with a hedgerow and countryside to the other. The vast majority of houses to the NW of the road have been there since the early 20th century.
The views towards this rural entrance to Oakham can be seen from the brow of the hill almost 1km to the south of the site. From this point, and all the way along Brooke Road whilst travelling north towards Oakham, OAK04 is a prominent and easily visible feature. This view is defined as an ‘Important View’ (view no.3 on Policy Map 8) on p.68 of the Oakham and Barleythorpe Neighbourhood Plan 2018-2036. The vista annotated on the map cuts directly through the OAK04 site. The document states that: “Development proposals will be supported where they do not have an adverse impact on an important view”

I am against the proposal of 140 new houses on Brooke Rd because the junction of Brooke Rd with Welland Way is already a bottleneck due to the frequent closures of the level crossing.
Traffic trying to get out of Brooke Road to turn right already struggle to cross the stream of traffic coming over the crossing.
They rely on the courtesy of drivers in both directions. There is already considerable traffic using that route, with pick ups and collections twice daily from the primary school. An increase of inhabitants would greatly aggravate this situation, and I am convinced would lead to serious accidents, caused by mounting frustration of the drivers.
Please reconsider.

Full assessment of the impact of future road and rail traffic is required including the effect of the expected increase in rail traffic - freight and passenger trains.

On Brooke Road we see daily the congestion with traffic from the school and the crossing. Also if there are accidents or roadworks on the Uppingham road then traffic comes this way increasing the build up all the more.
It is ridiculous to suggest that another 140 homes would be a good idea. It is an accident waiting to happen. Not to mention the impact it would have to the wildlife currently living there.

The proposal to build houses on the fields here is just insanity. The road is dangerous enough with the number of vehicles. When the A6003 was closed because of flooding, Brooke Road was used to get to Uppingham and it was chaos. It is hard to cross, and congestion makes it dangerous.
The traffic around Brooke Hill school is dangerous. This is a small residential road, not made for all these cars. It is pointless heading down towards the train crossing, even though it’s a shorter route, because the congestion is terrible. The Trent Road junction is so bad
When the A6003 is closed the traffic along our road and the villages up to Uppingham’s roundabout makes the road so dangerous.
The train crossing also has a massive impact on the road and we have been told that the train crossings will continue to increase.

This is unacceptable given the congestion at the Brooke Road level crossing, which is only going to get worse once the houses have been built on the old allotment site. This area is already a very busy area and adding further homes on Brooke Road will exacerbate this.
There are also issues relating to nature and wildlife from further building on green space areas.
We are already experiencing an increase in vehicles including lorry’s and goods vehicles using the Welland Way / Tyne Road access to Brooke Road due to the congestion and multiple vehicles parked between Brooke Hill primary school down to the level crossing.
We do not need this already busy area becoming even more of a congestion and safety concern by increasing the access route required for further homes.

The site was found unsuitable 4 years ago - all the concerns raised then are still valid and considerably exacerbated.
The numbers of cars that wait for trains to go through Oakham, length of the queues and the time the barriers are down. Oakham has expanded over the years and to have only 2 level crossings is totally insufficient.
Car parking on the road and development will cause further disruption, congestion, gridlock and safety issues, here and on the surrounding streets.
Impact on schools, the medical practice, on utilities and on biodiversity.
Flooding has been shown to be a problem in Oakham and Rutland and this will only increase the risk.

Brooke road already suffers from serious congestion from traffic. With the addition of 140 homes this will bring in another 280/300 cars using the road and level crossing. The congestion is already bad.
I live on Oakham road at Brooke and we are seeing a worrying increase of traffic using this minor road as a cut through. They are driving at great speeds and do not slow for pedestrians dog walkers cyclists and horse riders. They are impatient to wait for agricultural vehicles. A case in point is the Brooke road is also used when the main Oakham to Uppingham road is closed, this is happening now as a result of floods.
If a new development is to take place a bridge is required over the railway to take traffic directly out onto the bypass.
Please do not build on the Brooke Road.

I am concerned about the proposed development of 140 houses on Brooke Road. The local offsite infrastructure is currently insufficient to support this, particularly with respect to the Brooke Road Crossing (Physical is.) and both Healthcare and Schools (Community is.). The crossing is difficult and time consuming to negotiate as it is and is regularly gridlocked. There are only two primary schools on the south side of the crossing so school journeys will further increase the traffic problem. We only have one GP practice in Oakham and they already seem to be overwhelmed and having problems in coping.
The CIL from the site will not be sufficient to pay for the necessary improvements so can RCC afford to cover this cost?
The present local infrastructure certainly will not be able to absorb the proposed total of 225 new families coming to live in Oakham

Further housing in Brooke Road, or for that matter in Oakham, is unsustainable. We cannot continue to build more and more housing when nothing is being done to improve the infrastructure to sustain the inhabitants of the properties we have been building in recent years never mind the developments that are currently being completed.
Main issues:
-Traffic in vicinity of crossing
-Failing Drs surgery
-Underused hospital
-No ambulance station
-Poorly manned police station
-No facilities/scans for cancer treatments
-Insufficient school places
-Insufficent car parking spaces for shoppers
I believe all development should be halted until such time as the infrastructure is improved and able to meet current demands before more pressure is added to an already increasingly failing one.

We wish to object to the proposal to build 140 houses on land off Brooke Road. We consider that this is the most inappropriate site. This T junction with Derwent Drive opposite coupled with the railway crossing causes congestion and delays now. Presuming these houses will possibly have an average of 1.5 cars each this will make the present situation even worse. Road safety will I feel be compromised. Children and their parents walk to Brooke Road school and this development will make it more dangerous.

This site is extremely inconvenient, especially if Manton is closed. I use it as a shortcut, but it's challenging to cross now, I sympathise with the residents on Brooke Road and Welland, but there aren't many alternatives from Uppingham. Encouraging more traffic on this route would be highly risky. It wasn't designed for such usage, and considering it is a questionable decision. As a commuter who doesn't live nearby, I find it frustrating.

I live a short distance from the Brooke railway crossing and am already regularly held up many times daily due to the number of trains using this crossing and the back up of cars due to the traffic congestion caused by the resident parking on the North side of this crossing.
I have seen no local council improvement to this situation since this plan was first mooted in 2008, indeed train crossings have increased since then!

I feel it is unsustainable due to issue of highway safety and congestion on the roads south of the Brooke Road crossing.

I would like to register my disapproval regarding the proposal for the development of 140 houses on Brooke Road.
The development would bring 140 cars minimum to the area which will all use Brooke Road. A road which is already seeing accidents happen when extra vehicles are using the road - for example earlier this week when Manton Road was closed and last year a child was hit by a vehicle during the morning school run. Also, a lot of the road is usually only 1 lane wide due to cars parked on the road.
Then the extra cars will be accessing the Brooke Road crossing. A crossing which already creates long queues both sides when the barriers are down.
This is not a suitable area for 140 houses and I oppose the plans.
