I fully oppose the potential development of 140 houses on Brooke Road, as listed in the latest Local Plan for Oakham. Nor do I trust Rutland County Council to stand up for the residents it serves.
Congestion and loss of habitat are still paramount. The six hares that have lived in this field since I moved in are now twelve. I count them every morning. The distant twinkle of Rutland Water is visible too, though its view is getting ever more obscured by council approved “Toy Town” development. The covey of partridges made the field their home in 2020. I see them most mornings and on summer evenings they are joined by the ghostly barn owl quartering on the verge opposite Brooke Road’s houses.
The destruction of greenfield habitat is criminal in my eyes, yet this countryside Idyll seems no longer important to box-ticking Counselors. Shame on you for wanting to change the face of Rutland.

I am writing to express my objection against the plan for development of 140 dwellings at land south of Brooke Road, Oakham.

This would cause significant congestion and safety issues. Brooke crossing is already going to become busier with the development that is happening on the old allotment area. We also have additional traffic to consider from the braunston Rd development.

The additional housing will increase substantially the amount of traffic into an already congested area, namely the Brooke Road / Welland Way road junction. This in turn will increase waiting times on both sides of the Brooke Hill level crossing.

Brooke Road is small B road and movement through it is already hampered by an excessive amount of parked cars.

The loss of a greenfield site will have a direct impact on fauna such as Hares, Newts, Swifts and Otters.

Building on a flood plain will have an impact on water drainage; there is a risk of yet more localised flooding.

The immediate Schools in the local area are already at capacity which means that children living in the planned 140 houses will have to be driven to other parts of town with the net result that traffic congestion will increase.

With reference to Rutland County Councils proposal to build 140 new houses on Brooke Road, my wife and myself would like to express our objection to these houses being built on the grounds that the County Council have not proposed any upgrading of the local infrastructure to cater for an increase in the congestion in Brooke Road and the surrounding areas. It is difficult to get up and down Brooke Road now with the parked cars and the disruption caused by Brooke Road railway crossing which, if there is a train in each direction, the barriers can be down for anything up to ten minutes.

As far as I can see from the plan, nothing much has changed since the last time the houses were proposed in the 2008 - 2020 draft local plan.

As a long standing resident of Brooke village I would have serious reservations about any further housing along Brooke road, unless another route or bridge were created over the railway to join the bypass. It’s regularly congested already.

The proposed Brooke Road development was dropped from the draft Local Plan in 2020, having previously been rejected in 2008, so please explain why this proposal should be considered. Have the highway safety issues and traffic congestion on Brooke Road south been resolved or even improved in the last 10 years? I think not.

And what of access to schools and the disruption to businesses and the inevitable increase in waiting times at Brooke Road crossing? This is already a massive problem, exacerbated by the increase in the number of freight trains during the last 4 years. Presumably the Council is factoring the total increase in waiting time that cars and pedestrians are forced to put up with in their busy lives ?

1. The Brooke Road level crossing is already far too congested and with the increasing number of trains and the time the barriers are down, any development adding additional traffic to the area will only worsen an already poor situation.

2. Brooke Road itself it totally unsuited to increased traffic. The road is narrow and much of the route is only in effect a single track road but with no controls

3. The Brooke Road out of Oakham has long been a rat run with traffic heading to Uppingham. Further development on the Brooke Road will inevitably lead to more traffic on the back road. Traffic calming measures are a must along the stretch from Brooke Priory toad through Brooke village.

4. Brooke Hill School/Academy generates significant traffic and further development will presumably increase the number of school places required/number of journeys taken

5. A new flyover over the railway is the bare minimum before any further development should be considered.

6. Some of the facilities in Rutland are very poor/non existent. The loss of the swimming pool at Catmose and other sports facilities is unacceptable.

7. Further development will result in a significant loss of land capable of absorbing the rainfall and flash flooding will be come more and more common.

8. The development on Brooke Road is significant and I wonder if the basic infrastructure like the sewers are designed to accommodate this additional development.

9. The loss of habitats and environmental impact of such development, it is so important that there is adequate green space retained within new developments.

I have to raise an objection to this proposal, such a development will have serious disruptions to the school. The roads leading to Brooke Hill are already over congested. the railway crossing is also a major concern, currently when the crossing is closed waiting for a train there are at least 20-30 cars on each side of the railway. Adding 140 houses will double or triple this. Additionally, the whole towns infrastructure cannot accommodate 140 new families moving into it. the number of schools, both Primary and Secondary schools cannot accept many more children. The parking in the town is horrendous and adding this many new cars to the roads will be a disaster. Social amenities are no plentiful in our town and adding this many families, will cause further strain and could cause bad social behaviours with teens not having an outlet. Sporting facilities would not be able to handle this many families.

The site of Land South of Brooke Road must be removed from the Draft Local Plan as it has been proved in the last plan to cause severe impact on highway safety and the “residual cumulative impacts on the road network”

Re-writing the facts in terms of a site assessment is wholly unacceptable and calling something viable, when it patently is not, is reprehensible.

The idea of building on Brooke Rd needs now finally to be laid to rest once and for all as any site allocation needs to be part of the arterial road system where traffic is designed to flow. Brooke Rd is not a main arterial road, as stated before it is a bendy, narrow single file lane to all intents and purposes.

As a resident of Brooke Road, Oakham, I would like to dispute the current planning application for 140 new houses on the road.

Brooke Road is already congested at peak commuting times, and totally parked out in the evenings. The level crossing at the end of the street causes endless delays and traffic congestion as it is, which will be hugely exacerbated with the upcoming allotment development, not to mention this new proposed development.

Our green spaces and wildlife preservation have never been more important and I urge you to prioritise this in your planning for our town. We have lost so much already and need to avoid further degradation to the area.

The plan to build houses on the green field site on Brooke Road is not viable not only is it going to affect our beautiful countryside with its important wildlife, it will impact the lives of people that live in the area , adding more traffic to an already disruptive area, trying to get out of Brooke Road when can are already building up at the crossing, causing stress and potential accidents.

Four years ago it was decided that the plan would be unsuitable due to issues of highway safety and congestion on the roads south of the Brooke road railway crossing. Time has moved on and the congestion situation has deteriorated due to the increase both in local vehicle traffic on the roads and freight trains using the crossing. Vehicular traffic now builds up as far as Balmoral Road especially if the crossing gates are closed for trains in both directions.
As climate change develops there could be problems on the proposed building land with flooding.
This area is home to bats, newts, otters, hares and swifts. Finally, the building of more homes in Oakham is going to increase the population. The infrastructure is already struggling. The local GP surgery is already overstretched.

Please register my absolute rejection and significant concern for this proposal due to highway safety both along Brooke Road, and at the crossing, air quality, and congestion.
Furthermore, the development will spoil the aesthetic of our rural Market Town, hardening the end of the town. A more sustainable solution would be, subsidising / educating farmers on the ecological and commercial benefit of rewilding areas of farmland, this will have a far greater impact on the ecology and biodiversity of an area. This can also have a positive impact on the retention of storm water and reduce local flooding.

My objection is based on the severe lack of infrastructure in place within Oakham to deal with the increase in the Towns population. I have lived on Welland way for 47 years and have seen the huge increase in traffic and the enormous tail backs when the railway crossing gates are down for which a have become more frequent.
It would make more sense for a small car park to be put on the land for the use of residents living opposite living in the terraced houses and don't have driveways and park on the road reducing said road to one way.
Also, the proximity of Brooke Hill School would be an issue as most are taken by parents using their cars.
We don't need any more houses anyway as there are countless houses on estates still being built and are not selling.
Also, Oakham does not have in the infrastructure to accommodate yet more people.

The area mentioned serves as vital habitats for various species, including bees, bats, birds, such as swifts and many more , whose populations thrive in these natural spaces. Additionally, bats and swifts play crucial roles in controlling insect populations and maintaining ecological balance.
presents a grave concern regarding the potential exacerbation of traffic issues. The influx of new residents would likely strain the existing road infrastructure, leading to congestion and increased commuting times for current residents. Moreover, the growing population resulting from this development would definitely surpass the capacity of the local schools and medical facilities, placing undue pressure on these essential services.
Let’s not forget the motto of Rutland, "Much in Little". It embodies the essence of the area's unique charm and character. Expanding the outskirts of Oakham risks diluting this essence by compromising the "much" - the richness of its natural landscapes, biodiversity, and community cohesion - for the sake of "little" - the immediate gains of housing development.

The Brooke Road development in Oakham is flawed and the site would be better removed in my view. The small rail crossing cannot support that additional traffic.
I would look to support a site on Brooke road if it included a plan to join the bypass from Brooke Road to Uppingham road. This would help significantly with school drop off and pick ups and would make a big difference to the level crossing. I do believe quite strongly that we have to cross the railway in another place in the near future and if this site is to go ahead then it would need to include that. It currently does not, and so I think it needs to come out of the plan.

This is a very bad idea. We need to have green areas, safe places to walk, ride our bikes and play. Adding these houses will make it dangerous to travel to school on our own. There will be too many cars on the road. While it is being built the noise and dangerous equipment will disrupt us at school. Our school is not big enough to have more children in it.

I love Oakham. But I would rather have tennis courts to play on for free, or a football field that is open to everyone.

As a resident in the immediate area I am well aware of how congested the traffic can already get on Brooke Road, particularly on the roads approaching the level crossing. Congestion has already increased as a result of the increase in rail freight traffic, both in size and frequency. Also, the fact that cars are parked on part of the road leading from the level crossing into the town creates what amounts to a single track section of the road adding to the congestion. (Not that I have any objection to this as I believe those residents should feel able to continue to park near their houses.)

The building of 140 more houses, which I believe the council recognises will likely have 2 cars each can only exacerbate the congestion problem.

In addition I feel the loss of bio-diversity on what is a green field site is an important matter to consider.

If this proposal was found to be unacceptable and dropped from the local plan in 2008 and 2020 why has it now been resurrected when road and rail traffic has increased?

- Roads are congested enough from the railway crossing gates. The roads are at capacity now. This site will just exacerbate the situation further.
- Schools / GP surgery is full - and there is not intention of any new infrastructure including schools / Doctors
- Increase in traffic congestion causing increased pollution.
- Why are we building outside the planned limits of the town. There is plenty of brown field land that can be redeveloped.
- Housing Need - bearing in mind the 2 Braunston Road sites and the Brooke Road (40 houses) site already with a potential of 200+ houses.

This plan has been rejected in the past because of very real concerns regarding traffic congestion on both sides of the level crossing.
At the busy times of day traffic can be backed up on Welland Way as far as Balmoral Road as vehicles try to enter the stream from Brooke Road and Derwent Drive. It is also held up as the vehicles that have right of way come across from the other side of the crossing.
We can see 'an accident waiting to happen" as drivers become more and more impatient and risk crossing when it is not safe to do so.
In addition, our very precious wild life, already disadvantaged, would suffer again at the loss of more habitat and green spaces.

Access to Brooke Hill School, already oversubscribed, will only get worse with the increase of families, the risk of accidents to children already with one injury last year from a RTI. Without the road being widened and a relief road being planned, these incidents will increase.
The whole area is heavy with bio-diversity and a green field site with diverse species including bats, hares, newts, otters and many different birds including owl's, harriers,
sparrow hawks and swifts.
The drainage system simply can't cope and was not installed for the amount of housing being built today.
The main issue here is the crossing and barriers being lowered a lot more frequently because of increased freight traffic every 30 minutes, or more, plus passenger trains twice every hour, with road traffic backing up. Access to the crossing is precarious to say the least with the probability of being stranded on the crossing will ultimately end in a disaster.
