There should be minimal building on greenfield sites, and where such sites have to be used, developments should be as small as possible. This are of Oakham is already densely populated and with noticeable traffic congestion at times. Why would anyone support the loss of greenfield, natural habitats and beautiful countryside to build this very significant number of additional dwellings in yet another large housing development? I urge you to consider different options to reduce the negative environmental impact this development would most definitely have.

Building 140 houses on Brooke Road will only cause more congestion at the Brooke Rd/Welland way/level crossing junction.
After the recent heavy rains the fields are flooded so what will happen in future when the fields are covered in a housing estate - water will just flood existing roads/houses - as has happened on Braunston Rd due to the current development.
The GP surgery can not cope with the current population let alone another 400-500 people.

1. It does not meet ANY of your criteria. Build on brownfield sights 1st as you have suggested in your proposal.
2. effect of traffic congestion on both sides of the railway crossing will be catastrophic & dangerous, even if you widen the road.

I vehemently object due to substantial existing traffic and infrastructure issues which will be exacerbated to unsustainable levels by the proposed redevelopment, and to the considerable detriment of the town. The plans were thrown out in 2008 and 2020 for the same issues and nothing has changed, so they should not now be being reconsidered. The council needs to demonstrate how these existing issues will be resolved.

The proposed development will:
• Significantly increase vehicle traffic using Brooke Road resulting in congestion, deterioration in local air quality, an increase in carbon emissions and an increased risk of accidents to pedestrians and cyclists.
• Result in the loss of habitat – the fields are used by hares and birds such as the skylark and the hedgerows by songbirds such as the yellowhammer.
• Destroy the vista from the top of Brooke Road. People visit Rutland for its countryside and wildlife. Tourism is a valuable income stream. The development will help make Oakham a less attractive destination for visitors.

Building houses near Brooke Road will cause massive issues with an already very busy road and nearby railway crossing. It is already dangerous so adding 140 houses with one or more cars per house is ridiculous. You need to have the roads and bridges in place to cope woth the increased traffic before building near the crossing or that area. This should not go ahead. Cars have been regularly stuck on the train crossing due to parked cars and heavy traffic. Please do not build there.

Oakham Infrastructure South west of the Cold Overton rd/ Railway line is unable to cope with any further traffic addition especially Brooke rd into town at Welland way junction due to the railway crossing closures
Brooke rd is already overloaded with traffic diverting via Brooke to Uppingham to avoid the crossings and parked cars by flats before the development on the old allotments is started This is particularly bad when as was the case this week the A6003 is closed
And even more trains in future so more crossing delays

This land has been deemed unsuitable for housing TWICE before so what makes it suitable now? Of all the through roads out of Oakham this is the least suitable due to being the wrong side of the railway line for access to town, supermarkets, Melton, Stamford & Uppingham. The proximity to Brooke Hill School is a major issue due to already bad congestion which also affects the junction near the level crossing with no other viable alternative route. I'm also concerned about the increased flood risk of turning soil to concrete given this week's flooding.

I object to this site based on both the detrimental highway impact (the reason planning application rejected previously), but also due to not being an appropriate site for development. The barrier of the railway creates an area whereby residents of this site would push an already extremely congested area into having unsafe highways whenever the railway crossing is down. Should a pedestrian bridge be built over the railway, I think that this impact would be mitigated.
The loss to nature and of one of the few places in Oakham from where one can view the sunrise would be awful.

An essential requirement if this were to be approved, given the proximity to the rail line would be acoustic fencing.

Please register my absolute rejection and significant concern for this proposal due to highway safety both along Brooke Road, and at the crossing, air quality, and congestion.
Furthermore, the development will spoil the aesthetic of our rural Market Town, hardening the end of the town. A more sustainable solution would be, subsidising / educating farmers on the ecological and commercial benefit of rewilding areas of farmland, this will have a far greater impact on the ecology and biodiversity of an area. This can also have a positive impact on the retention of storm water and reduce local flooding.

I don’t believe Oakham’s infrastructure can support more houses. Roads are already jammed. Doctors are at bursting point.
This development will have a detrimental effect on local wildlife too.
There will be even longer queues at Brooke Road crossing. And more traffic trying to get by the line of cars parked outside houses on the cricket ground side when the barriers go up. Cars already queue on the railway line waiting to get through not realising they’re going to get caught in a bottle neck when the barriers go up.

I agree with the many other objections on this proposal, traffic congestion around school runs coupled with the barriers being down is shocking, often resulting in people driving on the wrong side of the road to get into / out of Brooke Road itself - an accident waiting to happen! Add to this the proposal for further housing development on the Tim Norton site and the crossings will be gridlocked completely. Plus, flooding.......

Brooke Road is already congested, and this will increase congestion at the level crossing. Increasing the number of cars will be dangerous to parents and children attending Brooke Hill Academy. I completely object to this plan. Traffic congestion and queues at the crossing gates are already insufferable and these will be much worse when the allotment site is developed. Road safety is a big issue too. Brooke Road is narrow and congested as it is with parked vehicles. Tyne Road is used as a 'rat run' by people who don't want to attempt to turn right out of Brooke Road to cross the railway crossing. Far worse at school times of course. This area CANNOT cope with the proposed increase in dwellings on Brooke Road.

I am extremely concerned about the proposal to build more houses on the greenbelt land on Brooke Rd. Traffic along Brooke Rd comes to a complete standstill regularly throughout the day when the barriers go down. To add to that volume of traffic would be a disaster. Not to mention dangerous for the primary school children walking to and from Brooke Hill school. I have already witnessed one child being hit by a car by a motorist on Brooke Rd, and the risks of this happening again will be far higher if there is a new housing development.

Building more houses on Brooke Rd would be a huge mistake for traffic and safety reasons, and the proposal needs to be abandoned.

As a suggestion, maybe you could try waiting at the train crossing during school drop-off time? If this were to be longer, I would envisage an accident involving the crossing as cars queue to get over it, not to mention the loss of wildlife on the apposed site

We would like to raise an objection about the proposed plan for the houses on Brooke Road in Oakham. We live on Welland Way and it is already a nightmare with traffic especially when the railway crossing is down.

I'm surprised that this plan is still under consideration. Do we have to wait for the first car to be stuck between the two gates because the traffic has built up so much and drivers have lost patience. We need to sort out the current problems before creating more. I understand that there has been a plan on the table for a number of years to provide parking for houses on Brook Road. Not happened although the discussed area has been vacant for a number of years. If you must build here there is no way of making it safe for the entry from Brook road. How is the traffic to get over the Crossing. I find that it's amazing we are even considering this.

This proposal had already been dropped once and rejected in 2008 so why now propose this loony idea yet again. If yet another 140 houses are built this side of the track would be absolutely crazy. I think someone’s trying to totally grid lock us by the amount of traffic it will generate if this goes ahead. Trying to negotiate the crossing after it’s been closed for god knows how long. ( and has been forcast to get even busier) is an absolute nightmare . The other option is via West Road which is another nightmare to be reckoned with. Our roads this side of the track won’t take anymore not to mention all the extra pollution created .
Not only will we suffer but also the poor wild life that will be lost to this harebrained scheme.

It is my understanding that there was a successful campaign some four years ago that demonstrated that it would be unsuitable to build on the proposed site due to issues including highway safety concerns, congestion of local road including the local school and last but not least major factors regarding the Brooke Rd railway crossing which itself is immediately adjacent to another proposed new build! Additional factors and possible sequelae include disruption to business, gridlocks plus increased waiting times and the impact on biodiversity. There are also long-standing problems regarding the number of schools, medical practices and infrastructure in the area.

Surely, all the factors that were relevant four years ago remain extant and in most,if not all areas, have been exacerbated which logically can only lead to one conclusion - an absolute rejection of the proposed subject plan.

I have to use the railway crossing several times a day. There is already great congestion whenever the crossing gates are closed , from either side of the crossing.
This is made worse by the restrictions caused by the alternating traffic having to go single file up Brooke road towards Mill St. The traffic builds up at the exit from Brooke road and if extra houses were built it would add to the extreme congestion.

The council should be looking at ways to reduce this regular congestion which happens when a passenger or goods train comes at least every 10 minutes - not making it worse by allowing more houses to be built along Brooke Road !!
