I would like to object to the planned 140 new build properties on Brooke Road for the following reasons:
1. The further loss of green field sites and the flora & fauna that goes with them.
2. Putting further pressure on the already over stretched facilities that service Oakham and surrounding villages - Doctors, dentists & schools etc.
3. Causing extra chaos at the two railway crossings - especially the Brooke Road one, which is exasperated by the unnecessary length of time the barriers are lowered, prior to trains going through the crossing & staying down between trains. The single file traffic flow on the North side that is caused by the parking bays, and the tail backs that this causes from Brooke Road on to Welland Way.
4. The extra traffic that will be forced in to the vicinity of Brooke Hill Academy and surrounding housing estates.
5. The inability of council planning to act upon known problems before allowing planning permission - in fact actually ignoring these problems, over their greed for money paid to them by the building contractors.

Disappointed to hear that the proposal s on Brooke Road Oakham has raised it's head again, especially as the problem has not been addressed. Namely, the Brooke Road crossing. There are approximately 23,500 trains passing Oakham a year.
140 homes would bring in a further 140+ cars (mainly trying to get across the crossing between 7 and 9am. This is acerbated by the growth of Brooke Hill school bringing in more cars from across the town.
The road is very congested with parked cars and queueing traffic. The upshot is that cars are often stopped on the train line, unable to go forwards or backwards, and this is a very dangerous situation.
If houses are to built on the land south of Brooke Road it should only be done with a bridge being built to connect to the Uppingham road, without that, the crossing remains a hazard, and I believe is classed as a high risk crossing by Network Rail already.

I would like to lodge my strong disapproval of the proposed development of 140 houses on Brooke Road as the infrastructure in that area would not cope with this level of housing. If you want to build more housing in this area you would firstly have to develop a better road system to accommodate the extra traffic and I don't think that is possible.

Because I leave near proposed housing development, I am strongly against this proposal due to the increased traffic this would create both during building and when residents move in. We are already experiencing increased congestion. Due I think, to an increase in goods traffic on the railway line.
The Road Town side is already single file due to resident parking.

1. Brooke road crossing is a problem now, without more traffic being generated by the extra houses being proposed and the new already being built on Uppingham Road and Braunston Road
2 At present it is nearly impossible to get a face to face appointment with a doctor, so all these extra people will make it even worse
3 You keep allowing building on green farm land, with the world in the state it is now , this land should be used for the production of food
4. Our education system is poor now, how will it be with larger classes, we need smaller classes and better teachers and longer hours actually learning

We object to the Brooke Road development. We have first hand experience of the daily congestion caused by the level crossing. Due to the cars parked along Brooke Road, we regularly witness safety issues due to the lack of visibility on this stretch of road.
This is a total of 186 new homes already in Oakham on other developments and 146 of these new homes are simply not selling! You only have to look at Rightmove to see how few are being sold. Do we really need another 140 homes? there are already concerns the increase in new homes is going have a detrimental affect on road safety.
We are not against this development taking place, as we need more affordable housing for our younger generation. However, if there are no plans to relieve the current congestion on Brooke Road, this development will cause major highway safety issues in itself.
Brooke Road residents currently enjoy a beautiful vista, which many can only dream of. This land will be home to many forms of wildlife, If this green land is taken away, it will have a devastating affect on the wildlife.

I am astounded that this issue has once again come to the forefront having been previously rejected on several good grounds in 2020, and before that in 2008. Those grounds for rejection still remain valid, and yet indeed more recently planning permission has been granted for a development of some 40 houses on the north side of the railway crossing, where activities are yet to commence.
This development ,when completed, will undoubtedly add to the current congestion issues in this area of Oakham.
The proposed development of some 140 houses on Brooke Road, would even further exacerbate the existing unacceptable congestion, the grounds for which have not changed since 2008/2020.
This proposal reflects a total misunderstanding of the reality of the current situation. The local infrastructure simply does not support this ill-thought proposal.

Access to the site is very restricted so unless there is another planned access to the site via the Spinney Hill site onto the Uppingham Road, I can see a lot of problems with the rail crossing. At peak times can see a dozen or more vehicles queuing on the Brooke Road side of the rail crossing, this causes congestion.
Does Oakham need any further housing developments? having moved to Oakham in 1984 I have seen the population at the very least double in size, and I believe that in doing so has ruined the the town and the surrounding countryside.
There is also concern for the wild animals that live on the allotment site

The proposed plans for new houses would significantly increase the issues that already arise due to large volumes of traffic and congestion. Roads can be unsafe due to traffic and parking on the roads, especially for school children who are walking and cycling to the school. Additional houses would only put additional stress onto the highways that are not suitable for such busy commutes. Traffic can be massively backed up when the train crossing is down, meaning bigger further issues with more cars on the road.

In my representation, I'm puzzled by the reconsideration of Brooke Rd for development. The current congestion near the crossing and school poses safety risks with frequent near misses. Considering this, it's hard to fathom why a plan that would exacerbate the situation is under consideration. The need for housing is acknowledged, but this location is truly unsuitable, especially as it's currently unsafe and practically impossible to drop off my own child.

This development is very unwise. The crossing is closed now for up to 20minutes every hour with waiting times up to 10minutes. Traffic is backed up to Mill street traffic lights and up to 30 cars the other side of the crossing.
An additional 100 cars would be impossible.
It will soon be easier for this side of the crossing to go to Leicester or Uppingham to shop via Brooke.
I think it is dangerous and counter productive and should be turned down again.
A relief road out to the bypass without crossing the railway is the only option to further development this side of the tracks.

This is already a dangerously congested road due to several factors:
Lack of off road parking ie the terraced properties have little frontages. This causes a significant build up of traffic particularly at ‘peak times’
Congestion is aggravated by the level crossing. Cars are parked on the opposite side of Brooke Road from the waiting cars trying to exit. This makes it difficult for already frustrated drivers to enter Brooke Road causing Collisions.
There is a primary school at the bottom of Brooke Road Further increase in traffic from any new housing development will be cause even more risk to life.
We have increasingly fewer green spaces for wild life to flourish and.for children and walkers to use.

I object to this site for the following reasons.
This is a greenfield site home to bats, newts, otters, hares and swifts.
The proposed site was completely flooded on 03/01/2024 which is only going to get worse with houses built on it.
The Brooke Road crossing gets congested enough as it is, an extra 140 dwellings is only going to exasperate the problem .
The current local doctors surgery is already over capacitated and this has also affected nearby village surgeries.

We would like to register our disapproval of Rutland County Councils plan for 140 houses on Brooke Road, Oakham.
If this goes ahead the congestion will affect school access, disrupt businesses and lead to excessively increased waiting times at both sides of the crossing.
Living on Derwent Drive we experience the waiting times, and with the crossing being down more often now due to trains coming through every 15 minutes.

As a resident and Council Tax payer residing in Welland Way for over 35 years, I object in the strongest possible terms to the proposed development of 140 houses on Brook Road. In fact any amount of further development on Brooke Road would make an already difficult situation, intolerable.
The Brooke Road railway crossing is closed more frequently and for longer periods than ever before. If Rutland County Council Planning Department cannot appreciate the difficulty this would cause to residents traffic wise they are very short sighted, ie inefficient or incompetent.

It has been highlighted to me that RRC are proposing to build an additional 140 new houses on Brooke Road, yet the road infrastructure cannot handle the number of vehicles from the Welland Way/ Brooke Road side currently, with additional homes to be built shortly on the old allotments on Brooke Road.
If this development, which had already been rejected twice, is allowed, in conjunction with the plans already passed for Oakham South it could lead to:
1. 1400 more cars
2. 1500-2000 more school places required
3. 2500-3000 more GP Patients
I would urge you to consult with residents who will suffer serious problems unless the schools, GP & roads issues are not sorted before anymore housing developments are allowed.
Finally, I also gave serious concern for emergency services trying to reach this side of Oakham, particularly over the period Brooke Road crossing is to be closed.

- Brooke Road does not offer suitable access to these houses, I already know of one child that has been hit by a car on this street as is it. The road is barely fit for purpose already and would not accommodate the extra traffic.
- the Brooke Road crossing already backs up half of Welland Way as it is, also the cars further down Brooke Road towards Mill St already back the traffic up further as this is essentially a single lane road. This would be an absolute nightmare for anyone living in this vicinity and trying to drive at rush hour.
- There isn’t the infrastructure at this end of town to accommodate that number of children into the local school. Nevermind the problem with doctors in this town and trying to get an appointment!
- the loss of biodiversity would be devastating. We regularly see hares running across the fields and there is no end of wildlife in the hedges. All of this would be gone.

1. The loss of another green field site around Oakham and the flora & fauna that goes with them. Removal of the green fields is changing the water table for the established homes and impacts by flooding established properties.
2. The increased pressures on the already over stretched facilities that service Oakham and surrounding villages - Doctors, dentists & schools etc. The council has a Duty of Care to supply these services.
3. Further congestion and chaos at the two railway crossings - especially the Brooke Road one.
4. The extra traffic that will be forced in to the vicinity of Brooke Hill Academy and surrounding housing estates becoming increasingly dangerous sheer volume, size.
5. To act on the wishes of the County residents and not just push this through as a formality for the council.

I object most strongly to the proposed development of 140 new houses in Brook Road. I oppose it in the strongest terms. No. No. No.
Over the last 37 years the traffic using Welland Way and the Brooke Road rail crossing, from Oakham to Leicester, has increased substantially, in addition to that, the railway crossing is closing more frequently, and remains closed for longer. The building of this development with its added traffic, would make an already intolerable situation, with the amount of traffic over the railway crossing, chaotic and potentially dangerous. This development must NOT go ahead.
Far too many houses have already been built in Oakham over the last few years, adding a few thousand more people paying Council tax, yet the services, i.e. doctors and schools, have not increased equally, I do not understand how my council tax keeps going up, the services I receive remain the same, and thousands more people are paying council tax. What happens to the additional revenue?

I am concerned regarding the 140 houses on Brooke Road. This plan was rejected only a few years ago because of the consequences for traffic congestion at the railway crossing. More housing at the allotment site and in the wider area (Braunston Road) means there will be more traffic than when the plan was previously rejected, and the mitigation required - a bridge over the railway - is not in the plan.
As a local resident I am concerned about the inconvenience for other residents, parents of children at the school, and as a cyclist I am concerned about the danger of cycling along Brooke Road with an increased traffic load. Cyclists already use the pavement in an attempt to avoid the dangerous section of road, and the pavement here is not wide enough.
There will continue to be a lot of on-street parking in the section of Brooke Road near the planned development, and this already leads to parking on the pavement in an attempt to keep the road clear for traffic.

I have lived here for the past 18 years and over this time have seen the increase of cars travelling on the road as the school has got progressively busier due to the increase of homes being built. This new housing estate will also cause even more chaos at the Brooke road crossing which i have sat at for over 15 / 20 minutes on many occasions due to congestion.
There are also an increase of hares in that field which is great for biodiversity on a green field site which would be lost if the field was to be built on.
We are a small town that has been swamped by new homes over the last 20 or so years but none of the infrastructure has been updated.
