Once again i see hidden in the proposed plan there is large development on green field sites the two that I consider will affect the environment and local services are the large Brooke Road and Burley Road green field developments.

Currently the road infrastructure would not support the Brooke Road development and I see no plans for a Braunstone Road to Uppingham Road addition to the town bypass.

Despite the promise of improved community services and a separate health centre to serve the Barleythorpe development at the initial planning stage as yet I have not seen any progress so it follows there will not be any expansion of health or community facilities with the proposed large increase in homes.

The access to the crossing is already extremely congested and by adding more housing , will only make an existing problem even worse.Residential parking reduces the road to one lane only and the traffic backs up all the way to Oakham cricket club car park and beyond with cars struggling to go over the crossing.In addition,Oakham's lack of infrastructure is struggling to support the amount of new houses being built.

Strongly object. This site has been rejected before and the only thing to have changed is that rail traffic has increased. There can be no more development this side of the level crossing while there is no alternative route into Oakham and beyond. Any studies that report that there is no problem at the crossing are simply wrong, ask those who use it.

Firstly, Brooke Road is already heavily congested, with safety issues arising from traffic using a narrow road with cars parked on one side of the road. The existence of the railway crossing exacerbates this situation on a regular basis . This proposal will severely worsen an already dangerous highways problem in Oakham. Second , the proposal is on a greenfield site. If it goes ahead, once again , the County will lose an important green space with its associated wildlife and value to the local community.

I live on nearby and work in Cottesmore. I have to allow an extra 10 minutes to my journey time now to enable me to get across the railway crossing. The extra volume of cars that these two developments will add to the congestion will cause me a great deal of disruption. We are caught at the crossing at least twice daily and often by the time I get out of Tyne rd the crossing shuts again!! The proposal of adding in excess of 200 extra cars to this chaos is absolute madness.

This was dropped from the draft local plan in 2020 and was rejected in 2008 yet Brooke Road, around the crossing, has become more congested over that time. The amount of freight trains that go through has increased and the crossing is shut for longer and more frequently this already causes tail backs Traffic struggles to get out of the Brook Road junction and on many occasions before the traffic has cleared the crossing shuts again.

Brooke Road leading up to the school is in effect a single carriage way as cars park on one side virtually all the way along until the junction with Trent Road.

The building of 140 houses could increase the amount of traffic by potentially approximately 300 vehicles wanting to use the already congested area and that doesn’t include visitors to the houses.

I live on Brooke Road and the traffic is already bad enough. Cars drive too fast and getting out of Brooke Road is ridiculous.

When the crossing gates go down, you sometimes have to sit and wait for at least 20 minutes and then traffic is already piled up.

By building another 140- houses will only add to the comjestion, and in conjunction with that, the recent heavy rain, which was inconceivable, by building this many more houses (tarmac. concrete etc) will only add to more environmental problems.

There are also inadequate facilities in Oakham, such as doctors surgery, schools, supermarkets etc. While it may benefit the Council, in and around Oakham through increased revenue, the current residents of Oakham will suffer.

This road is already too small for the amount of traffic using the level crossing. The number of trains have increased and it is not unusual to be waiting for 10-15 minutes.
Once the barrier is raised congestion is further increased by the number of cars permanently parked on Brooke Road effectively making this a one lane road,
If this development goes ahead there could be 200 plus cars accessing an already dangerous spot.
Traffic already backs up as far as the Cricket Lawns.
Another concern is for the further loss of green space in Oakham which is having a massive impact on bio-diversity and putting wild life at risk.

I would like to again register my objection to this proposed development site on the grounds of its impact on highway safety and road congestion.

As a resident of Brooke Road I witness the congestion on the road system numerous times every day when the level crossing is closed and the traffic volumes at school opening and closing times. I can advise that adding the traffic associated with 140 homes would result in an unacceptable impact on both highway safety and the surrounding road network.

After being excluded from the previous draft plan on highway safety grounds, why is this site is now considered suitable for inclusion?

The site is also prone to flooding and after heavy rainfall large puddles are often visible across the whole field which would suggest to me it’s not a suitable site for a large housing development.

Brooke Road, which has been put forward previously and has been thrown out is not sustainable.

These issues are still there. The Brooke Road crossing is congested frequently and particularly at the primary school arrival and departure times.

Brooke Road south is very narrow with no parking possibilities for the local residents, thus creating a very narrow one lane stretch.

Adding the traffic engendered by 140 houses to this problem would endanger the children coming in and out of Brooke Hill School.

There is also the consideration that the area is a greenfield site and the biodiversity of the area would be damaged by any development.

I am also interested to note that the allotment site on Brooke Road, which had planning permission for 40 or so houses, is shown as an important open space. The original proposal for this site entailed the widening of Brooke Road up to the level crossing, which would have alleviated the congestion to a small degree.

There is already long delays at the Rail crossing at Brooke road, made worse by resident parking between the crossing & Cricket lawns, this will be made worse by an increase in housing.

Parking in the town centre is already a problem, where are the extra cars to park ?

Whilst my children no longer go to Brooke road school, can it cope with the extra capacity ?

Can the Doctors surgery in Cold Overton road cope with the increase( bearing mind the housing that is already being built on Uppingham Road & Braunston Road)?

The Rail crossing is a major problem, with Network Rail causing delays of several minutes( why is the barrier down even before the train reaches the Station( Leic to Pete route)

This has got to be the most dangerous proposal ever.

Traffic already queues up quite a distance to get over the crossing. If travelling towards the town we already have a difficult time because of the traffic parked on Brooke Road you cannot see what is coming the other way. How are the people who move into this development going to get off of the Estate. It is an accident waiting to happen, it really worries me that cars might get stuck on the crossing.
The other concern is that the Dr services are not adequate for the town already.

Rutland County Council must stop facilitating via Local Plan the default easy options of building on Greenfield land. These are food production fields, carbon sinks as soil which can hold organic matter and also water to help retard flooding at Brooke Road. How does allocation of a Greenfield site for building on square with the rest of the Local Plan policies on carbon sinks, flooding etc?

Objection to the proposals for the greenfield site south of Brooke Road (Oakham H1/2). A similar proposal in the previous plan received vigorous and legitimate opposition.
Firstly this development will further exacerbate the present congestion and dangers of the Brooke Road Crossing and the adjacent road network. Increasing rail and road usage has worsened the situation from the previous plan.
Secondly the plan ignores the Brooke Road allotments no longer exist and are a development site for 40 houses.

Development on Brooke Road dropped twice previously on account of safety, congestion, and capacity at Brooke Road level crossing. Traffic at this end of Oakham is appalling and has greatly increased on Tyne Road and Welland Way at peak times as people try to avoid congested Brooke Road. We all have to allow 15 minutes to negotiate the crossing when planning journeys with no viable alternative.It's a greenfield site which should be the last used when we have brownfield options. What a shambles.

Before the crossing existing housing has no off-road parking for residents, cars are parked all the way along making it a single lane road.
Traffic backs up to the traffic lights, an additional 140 homes will make a big impact. This could easily mean another 280 Cars using this road.
This could back up to the high street junction !
This location has been considered previously and agreed that it is was the wrong location why has it been selected again nothing has changed.
There is lots of wildlife on this site that is being ignored as well.

It has already been proved 4 years ago that this would be unsuitable, due to highway safety and congestion on the roads south of Brook Road level crossing. The plan was rejected in 2008 and again in 2020 . The congestion has got worse, so why is it being considered again? The congestion situation will already be worsened by the imminent building on the former Brooke Road allotments. It has also recently been witnessed that housing developers' flood alleviation schemes are woefully inadequate.

The development would have a serious impact on the congestion and safety around the Brooke Road level crossing, leading to intolerable queuing, increased air pollution and danger for school children. The area is home to wildlife, including newts, bats, hares, deer, kites and owls. The development would increase the risk of flooding, due to the loss of absorbent soil. The development would eliminate arable land. The development includes land designated as High Priority for Countryside Stewardship for protecting rural land, specifically relating to woodland (water quality).

STOP! Don’t ruin our town any further!
There is inadequate infrastructure - increase in vehicles, would exacerbate existing road congestion and traffic flow issues.
Surrounding road network would struggle to cope with increased volume of traffic, particularly on Brooke Road, some of it one-way due to the necessity of accommodating parked cars = further congestion and potential safety hazards.
Furthermore, the impact on the railway crossing raises serious concerns. The increased number of vehicles would contribute to longer waiting times at the crossing, causing disruption and inconvenience for both drivers and pedestrians.
