I am appaled at the potential of yet more traffic as a consequence of the proposed housing.

Losing the views that we moved into the area is also a massive concern for me and my family. What are the councils plans for the added schooling as a result of the increase of people in the area? The schools are at maximum capacity everywhere! What are the plans for adding education facilities? I assume none.

The crossing at the railway will be hugely affected, adding even more waiting times that we have to deal with! What are the plans for easing the flow of traffic around the immediate are? I assume none.

What is the benefit (if any) of adding the hosuing to Brooke Road?

So I reiterate - I am completely against the plans for expansion, yet another way for a quick buck to be made, without any consideration for the current residence in the area!

We are writing to object strongly to any further housing development planned on Brooke Road.

It is bad enough gaining access across Brooke Road crossing as it is at present, let alone with more traffic in the area. With the railway line getting busier all the time too, any further building in this area would make congestion even worse than it is now. It is hazardous enough at present getting across the crossing without even more traffic to contend with, making our journeys potentially unsafe, especially as there is another development on Brooke Road in progress.

This plan has already been rejected at least twice and any building on this greenfield site, disturbing nature is a preposterous idea. Haven’t we disturbed the wildlife in our countryside around Oakham enough?

- I know the current amount of school places is not sufficient to accommodate the increase of children it would bring to the area.
- From Oakhan South, there is no other way to reach the other parts of Oakham without passing either the Brook Road crossing or the town centre crossing. During rush hour there are considerable ques and traffic around there areas which as mentioned is unavoidable. How do you proposed to manage the influx of traffic in an already busy location?
- We are rapidly losing the rich country side and ecosystem with so many houses being built upon green belt land in every corner of Oakham.

I think this is ridiculous as the traffic is horrendous already and because everyone from this new estate will be coming out on Brooke Rd we could be sitting waiting to get to town and we already find the traffic very bad, the infrastructure of this town will not cope with more residents. Drs,school etc. There are much better things you should consider be doing instead.

I would like to register my opposition to the proposed development on Brooke Road. It is difficult enough for people on the rivers estate to leave via the brooke road crossing as it is,let alone with hundreds more cars. It is potentially dangerous and ridiculous. Imagine all those cars trying to exit via Mill Street.

There is also the strain upon local services, doctors and schools to consider which are not adequate.

I would like to register my disapproval of a proposed building of 140 houses on Brooke road Oakham Rutland.

We live in a democratic society that should inform all property owners in the area of discussion that these proposals are being voted on by council members in early
January 2024. Without a leaflet dropped through my letter box on Fri 29th December 2023. i would have been unaware of this proposal.This is not the action i approve of by RCC.

If there has to be more housing, it has to be concentrated on the East side of the railway tracks.

Before any new build is agreed an upgrade of Oakham Medical Centre must be completed first.

The same issues exist as before when plans were previously rejected. Congestion at the crossing is a major issue, concerns about rare wildlife in the area, and so on (issues have already been raised a number of times). Our house has flooded twice since new houses have been built at the end of the road, putting a strain on the services, so the drainage system backs up.

We do NOT need more houses on Brooke Road to further increase the congestion until, that is, improvements HAVE been made ( not “will be made”) so that the amount of traffic ALREADY using the inadequate crossing can pass without undue hindrance and without having to wait for traffic in the other direction on account of parked cars.
1. put the level crossing back into its original position. That will stop problems getting out of Brooke road and improve the vision by removing the bend
2. Use the space created to establish a right turn lane for traffic wanting to go down Derwent Drive
3. reopen the Braunston road crossing (whoever agreed that it be closed???? - that will take some of the traffic away from Brook Road

I live in Tyne Road Oakham where I have lived for 17 years, during which time the problems caused by the level crossing in Brooke Road has got considerably worse over recent years. In view of this I strongly object to a further 140 Homes being Built in this area . This would cause even more problems in Brooke Road and Welland Way when the crossing is closed. Frequently the traffic is in chaos in both directions and it is common to be held up there for 20 minutes so I strongly Object to building more homes in this area as I am sure many local residents will confirm this is not a good idea at all.

The level crossing at Brooke Road is already a very bad congestion point, especially during rush hour. The addition of these houses would compound that. As someone who often gets stuck at this level crossing, I do not wish to exacerbate the situation.

This new development will affect traffic for the school and the crossing affecting oakham town as a whole, this will affect people's everyday movement and businesses. There is also a major problem with unsuitable drainage which is already an issue for existing residents . Unless the council have a major modernisation of the drainage system not only in this area but over the whole of Oakham, then building on green land floodplain will incur major upset for the people of Oakham. There has already been 2 big floods in 2 months in this area, rocketing up insurance premiums in Oakham.

The argument against this development centers around the congestion involving the Brooke Road Railway crossing and the adjacent roads Brooke Road and Welland Way.
When the crossing gates open after a lengthy closure a long line of vehicles is subsequently often held up at this point. I have seen on numerous occasions where this has resulted in vehicles being halted wholly or partially on the crossing thereby risking a most dangerous situation.
Brooke Road itself is effectively reduced to a one-track road where opposing traffic is forced to dodge in between vehicles parked on the road to avoid one another. This is exacerbated during the day by parents in their cars taking children to Brooke Hill school adjacent to where this development is proposed.
Finally, there is the effect on local wild life. It has always been a pleasure to see hares and other creatures in their natural habitat on this site.

The crossing at Brooke road cannot cope now, and long delays are already the norm at this junction. Add to that the fact that due to parked cars on Brooke road it is effectively single carriageway.
Four years ago this proposal was dropped due to the safety issues and congestion in the area. Nothing has changed so I cannot see why this proposal is being considered AGAIN.
There must be better places to put these houses.

Has any thought been given at all to the chaos what will inevitably occur?
We already need another school, another doctors’ surgery, and perhaps another secondary school.
RCC please put on your thinking caps and realise:
The traffic chaos
Inadequate infrastructure - schools, doctors’ surgery and possibly the sewage works
Find a better place to build the extra homes and perhaps make the developers provide more funding towards these things.
I remember something called Section 136 (?) or similar, which may need improving/enhancing.

I wish to strongly object to these houses being built. I am a disabled person living in Brooke Rd, the congestion due to crossing is already bad several times a day with the traffic being backed up.I often find parking already very difficult near my house which is crucial because of my disabled status. I am a great nature lover, unfortunately I'm unable to walk across the fields any longer but enjoy going up there on my scooter to enjoy badgers, newts. I have also seen otters, kites and swifts. It is an area of natural beauty and home to great bio diversity which as an ecologist I believe that we have an obligation to protect. This is not a case of NIMBY, I believe that many other areas of Oakham could take further development, an area not so bio diverse and less congested. Rutland created a costly railway bridge that was installed at the bypass, why not further utilise that? Why destroy this habitat that is home to many endangered species?

To whom it may concern
I wish to strongly object to the 140 houses being proposed on Brooke Road. As I live very close to the crossing I have seen many occasions when cars have actually stopped on the railway line. Adding more cars to this already very dangerous situation would be absolutely disastrous. When the barriers are down we have difficulty getting out of our drive. People say to use the bypass but we can’t get to it!! Long Row is blocked off as is West Road.
We have lived for 40 years in this lovely location but building more houses would be a travesty, not to mention dangerous and completely irresponsible of RCC to allow this to happen. It is a haven for the birds and even otters from the brook. Don’t destroy it.
Please ensure that my comments are taken seriously into consideration.

We have huge building sites on Uppingham and Braunston Roads
The allotments on Brooke Road east of crossing are a proposed building site

I must object most strongly about any plans for further developments on Brooke Road.

This proposal has been rejected in the past, 2008, for very good reasons. Those reasons have not changed, in fact, the road congestion factor is even more of a problem since the housing development on the old allotments on the north of Brooke Road crossing has been given the go-ahead!

140 houses means at least 140 extra vehicles trying to navigate around an already congested level crossing. The local schools will be badly impacted, with traffic and pupils, and the town’s provision of medical care is already stretched to breaking point.

I cannot believe any right-thinking person can support such an ill thought out proposal. This must be rejected again unless, and until, there is a complete circular bypass around the south side of the town.

In the 3 years since I moved to Oakham, You have already approved 2 developments off Braunston Road on green field land. One of those has already resulted in flooding to one of my neighbours in Noel Avenue. There has been no improvement to infrastructure to cope with the extra traffic that will be generated. What about other facilities such as more medical and educational facilities to cope with the extra people? Those matters need to be dealt with before more building on green land. You should have developed a brown field site (such as St Georges) before considering Green fields.

My main concern is that of traffic congestion.The impact of the additional vehicles on the already congested Brooke Road level crossing would be intolerable, with the accompanying noise and air pollution that idling vehicles create.
The crossing already causes cars to back up on both sides particularly since the north east side is essentially single carriageway due to parked cars, adding many minutes to what can be up to a 15 minute wait while multiple trains sometimes pass without allowing cars to cross between them.

Also the loss of yet more countryside site would further reduce biodiversity. I appreciate that more housing is needed but this seems singularly unimaginative and badly thought through.
