Objection noted.
SS1 sets out the employment need during the plan period and will focus the majority of development within the PLDs.
The policy is in line with the Part 6 of the NPPF and Policy SS9 (now SS8) ensures that all development is based on an essential need. The development is further restricted by what would need to be demonstrated.
No policy change required.

Policy H7 - Affordable housing

Representation Summary:

Affordable housing in Rutland is simply not affordable, what is required is good quality social housing to replace local authority housing sold under the right to buy scheme and to meet the needs of young families on average and below average incomes, we need to hang on to our youngsters, only youngsters from affluent families or with above average incomes can afford to stay in Rutland, a sorry state of affairs.


Our response:

The definition of affordable housing used is the same that is in Annex 2 of the National Planning Policy Framework and the national rules on first Homes and in the Housing Market Assessment. The provision of affordable housing for rent is prioritised. Under the Whole Plan Viability assessment, this is normally affordable rent for reasons of viability. However, the Council is working with housing association partners to deliver social rent with commuted sums,

Policy H8 - Rural exception housing

It is not appropriate to allow market housing on these sites, build social housing!


Our response:

Paragraph 73 of the National Planning Policy Framework makes provision for some market housing on rural exception sites in certain circumstances. If the Council did not have Policy H7 addressing this, paragraph 73 could be open to a wide range of interpretations. Policy H7 is a proportionate and justified policy which addresses this issue.

Our response:

The national Planning Practice Guidance states; "First Homes exception sites can deliver a small proportion of market housing, provided that it can be demonstrated that this is necessary in order to ensure the overall viability of the site. Local authorities and neighbourhood planning groups can set policies that specify in further detail the proportions of market housing would be considered acceptable, and under what circumstances." Policy H9 sets such parameters.
