Respondent: Braunston-in-Rutland Parish Council
Infrastructure is totally inadequate to cater for the existing population, health care shows no sign of increasing capacity, we have a increasing population and a shrinking service, this cannot be allowed to continue, the communities we are creating in and around Oakham are not sustainable there is no work and no healthcare provision, this means that the new residents will commute to work which in a rural area is not environmentally friendly.
Comments noted. A detailed Infrastructure Delivery Plan will be published with the Reg 19 Plan and this will consider the needs for the provision of additional infrastructure. The Local Plan acknowledges that a variety of agencies are responsible for delivering infrastructure and the adopted CIL will be used to fund infrastructure improvements. The supporting text to Policy INF1 sets out how the council will engage with service providers regarding the new infrastructure required to support the level of growth proposed in the local plan. There is also an allocation for a new Medical Centre in Empingham within the Reg 19 version of the plan.

We question the level of growth in unsustainable locations
Support noted.
The assessment process for the site allocations ensures that only suitable developments in suitable locations that promote sustainability will be considered.

Rutland needs social housing, the affordable housing is NOT affordable, sadly our children cannot afford to live in Rutland, we are attracting commuters which is not environmentally friendly and unnecessary
Support noted. The Local Plan acknowledges that Rutland has a shortage of affordable housing. In accordance with Government guidance, Policy H7 requires developers to provide or contribute towards affordable housing and also allows small developments solely for affordable housing as an exception to normal planning policies.

Health provision is totally inadequate, I witnessed an elderly gentleman at Oakham medical practice last week requesting an appointment, he was told there were none available and that was it, no help, no guidance, he left with no prospect of any help, this is unacceptable! Poor chap.
Comments noted. A detailed Infrastructure Delivery Plan will be published with the Reg 19 Plan and this will consider the needs for the provision of additional infrastructure to support the level of growth proposed in the Local Plan. The Local Plan has only very limited (if any) influence on decisions made by NHS Trusts on funding for GP surgeries however Policy INF4 does allocate a new Medical Centre in Empingham.

How?
Question noted. Examples of how this objective would be achieved include through policies promoting good quality design in new housing schemes and policies on the impact of climate change in terms of design and flood risk.
