Summary of MPC e-mail submission of 7/1/24. New classifications do not provide sufficient guidance for planning purposes. Re-classification of Manton from “RV” to Larger Village inappropriate as no school, convenience store, post office, general medical practice. Employment opportunities very limited, bus service timings make it impracticable for many requirements so will result in additional travel and pollution.


Our response:

Comments noted. The methodology for categorising villages as Larger villages or small villages is set out in the Spatial Strategy Back Ground Paper. This identifies that villages with more than 150 homes and a population of more than 300 people could support a local shop or public house and therefore are considered more sustainable location in the context of Rutland.

Representation Summary:

Summary of MPC e-mail submission of 7/1/24. Reason for selected changes in PLDs not clear. Some of the changes in the North and North East of the village stretch the PLD into the RWA. PLD in site allocation map differs from the evidence base PLD Review Final Report – October 2023. Whilst we understand the reasons given in the report for the particular sites they are not the only sites to which that could apply and we are not clear of the purpose of making these particular changes.


Our response:

PLDs have been redrawn around proposed allocations included within the Local Plan, As Cemetery Lane, Manton is no longer an allocation, the PLD is to be reverted back to the previous line.

There is no presumption in favour of development for land falling within the PLD. All planning applications for proposed development will be considered against all relevant policies within the Development Plan and any material considerations

Policy SS4 – Infill and rounding off development in smaller villages and hamlets

Representation Summary:

Summary of MPC e-mail submission of 7/1/24. MPC objects to the proposal to remove PLDs from smaller villages; this is likely to lead to significant development and expansion of these rural villages, encroachment into open countryside and increase in traffic and pollution to the detriment of the character of the County.


Our response:

Comments noted. No change to the general approach to remove PLDs from small villages, however policy SS4 (now SS3) is to be amended to provide greater clarity to be added to the policy criteria.

H1.11 Land off cemetery Road, Manston

Representation Summary:

The map accessed through the Regulation 18 consultation website for this site is misleading. It appears to show that the site is within the PLD for Manton but in fact the PLD runs South of the site: the report on PLD's in the evidence base shows the existing PLD running south of site H1.11 (ie excluding the site) and does not make any recommendations for change. MPC requests that map within (or accessed by) the Regulation 18 Plan be corrected or the reason for the disparity between the evidence base and the Plan explained.


MPC objects to the inclusion of this site:
1 This is a greenfield site is outside the village PLD shown in the evidence base with no proposal for change.
2 Access to the site is difficult being from narrow rural lanes crossing the Rutland Water Circular track.
3 Development of the site would be detrimental to both the character of the village and the rural character of the Rutland Water multi-use track at this point.
4 Manton is a village with few facilities where sustainable development would not be possible.


Our response:

All site appraisals have been reviewed in the light of comments and further evidence received to determine their suitability for allocation.

We are concerned that adopting a minimum of 25 dph as a rule will cause inappropriate numbers of dwellings in some rural areas.


Our response:

Comments noted. NPPF recommends the use of minimum density standards in policies and suggests that a range of densities may be appropriate to reflect different local circumstances. The policy is written to allow flexibility to reflect local circumstances and existing development patterns whilst ensuring that a minimum density is established.
