CIL /106 to be Replaced with Infrastructure Levy - Update Required??
Infrastructure requirements should be confirmed and agreed before permission granted for any development. This is the single biggest concern of residents.
Our view is NO INFRASTRUCTURE - NO DEVELOPMENT PERMISSION
Health, Education and transport issues already under stress will only worsen significantly if the population grows as indicated by the growth in housing. This section MUST address the provision of improved infrastructure otherwise the whole plan lacks credibility.


Our response:

Comment Noted A full review of national policy, encompassing housebuilding, the infrastructure levy, environmental outcomes reporting, resources and more, will need to be tackled quickly by the next administration after July’s general election. The outcomes of this review may not be available to inform the Regulation 19 version of the Local Plan.

INF3 Walking & Cycling - Support

Speeding is a major concern for residents in our villages and country lanes. There will be may residents who will not take up this option, unless safety concerns are properly addressed.


Our response:

Noted. Moving Rutland Forward (Local Transport Plan (4) for the County (2019-36) sets out a vision to deliver a transport network and services that (a) facilitates delivery of sustainable population and economic growth; (b) meet the needs of our most vulnerable residents; and (c) supports a high level of health and wellbeing (including combating rural isolation). Full details of proposed walking and cycling network enhancements are set out in the Local Cycling and Walking Infrastructure Plan (LCWIP) prepared in August 2023. The Council also commits through the strategic objectives for the LTP4 to make our roads safer by implementing a safe systems approach to road safety and adopting ‘vision zero’ – through which we will strive to continually reduce the number of deaths and injuries on our county’s roads.

Our general comment is that a large number of these subsidiary policies need careful review to check they are up to date and consonant with the NPPF. The time available for Regulation 18 consultation has not permitted RPC to undertake this task and we therefore urge RCC to ensure they are reviewed during the Regulation 19 Stage .
