Chapter 1 – Introduction

Clearly a Local Plan needs to consider a wide-ranging number of important policies as is indicated by the 10 chapters in the plan. However, RPC feels there needs to be a clearer assessment of which are most appropriate to the needs of the county and prioritisation of those most likely to impact the majority of the population. Our view is that most important are:
· Housing
· Infrastructure [Health, Transport and Education]
· Climate Change & Environment
This is not to say the content of other chapters is unimportant, but in seeking to do everything is likely to lead to a failure to fully and satisfactorily deliver those that are most important.
Comments noted. Whilst acknowledging that these may be the priority issues for residents, the Local Plan, as a statutory document, must follow Government guidance. It would not be appropriate for the Local Plan to set such priorities, and some elements are not within the scope of a Local Plan.

Chapter 2 – Spatial Portrait

This is a good summary of the general issues impacting the geography and demographics of the county.
However, it needs to show much greater recognition of the fact that Rutland is not an island … it is significantly dependent on what happens across its borders in neighbouring counties as these are the primary providers of employment, healthcare provision and waste management.
As such the section entitled “Duty to Co-operate” is insufficiently develop and requires greater development and enduring procedural systems emplaced to have a sustainable effect.
It needs to be significantly expanded to identify with greater clarity the specific actions that will be developed with our neighboring authorities. For Ryhall residents this particularly means joined up thinking with Stamford [South Kesteven/Lincolnshire] on Housing, transport, health and education. There are significant concerns about the deleterious impact of Quarry Farm/Monarch Park and the whole greater expansion of Stamford North. Without major improvement and expansion of primary care in Stamford and Rutland, the existing sub-optimal service will degrade to unacceptable levels.
RCC and South Kesteven Council must have a joined-up transport management plan to steer more traffic to the west of the town … possibly by building a Retail Park close to the A1.
Comments noted. Chapter 2 gives only a brief overview of the characteristics of Rutland and does include sections on Development in Neighbouring Areas and Duty to Co-operate. The relationship between Rutland and the surrounding areas is recognised throughout the plan and so it is not considered necessary to further emphasise this in Chapter 2.A Duty to Co-operate Statement will be published alongside the Regulation 19 plan which sets out who and how the council has engaged with Neighboring Councils'.

Chapter 3 – Vision and Objectives

The preamble to this chapter defines a laudable list of aspirations …none of which will be realised unless backed up specific SMART deliverables.
Bullet points 3 and 4 are the most important in the view of RPC and should be priority areas for initial concentrated activity.
Comments noted, however there is no intention of prioritising bullet points within the vision or objectives

8 Protect and Enhance the Built and Natural Environment
The proposed development at Quarry Farm is contradictory to this strategy. This strategy already exists in the current plan; however, it would appear that this strategy has less priority than the housing need.
What is the point of having Local Wildlife Sites if we allow them to be developed??
If RCC is to be considered a seriously in this respect, there should be no exceptions unless required through National Strategic Infrastructure Project.
Comments noted. The Local Plan allocates Quarry Farm (as part of the Stamford North development) for housing and it forms a fundamental part of the Spatial Strategy for the delivery of housing. All allocated housing sites have been through a rigorous site appraisal process that cover environmental, social and economic factors. The availability and deliverability of development sites is a key part of ensuring that housing needs are met through the Local Plan. The allocation of Stamford North will facilitate the delivery of the wider site and meet the duty to co-operate requirement for South Kesteven DC and Rutland. In this case the wider economic and social benefits of the Stamford North scheme were considered to outweigh the loss of the biodiversity interests. The Quarry Farm proposals will include mitigation to ensure biodiversity net gain secured through a habitat creation and management plan.
