In terms of reserve sites, 39 dwellings are identified at Essendine and 28 at Greetham despite each settlement lacking a number of key facilities and performing much more poorly in this regard than other settlements. Conversely, certain robustly performing larger villages will accommodate no net growth whatsoever and Oakham will accommodate a comparable amount of net growth through the emerging local plan to Rutland’s rural settlements.
The result of the above is that the pattern of rural growth envisaged by the emerging local plan will not be sustainable, as it is not being directed to the largest and most sustainable settlements as a priority, but rather smaller rural settlements and which will be principally car
dependent. That approach is not in line with the NPPF or the achievement of sustainable development in general.
