I agree that all development within Cottesmore should be within the PLD. The proposed site of Land of Mill Lane is located outside of this and therefore should not be considered for future development. The proposed site is also contrary to the Neighbourhood plan policy COT H8 as “All future development should be in general small-scale with no individual housing proposal exceeding 20 dwellings; and making use of previously developed land”. This is a “greenfield site” and the proposal is far greater than the 20 dwelling limit set out in the Neighbourhood plan.

All development should be contained with the PLD to help avoid communities spreading out into open countryside. The reserve site of Land off Mill Lane is not within the PLD, so therefore should not be considered for development. More appropriate in full sites should be used for development within the village such as Harrier Close.

Representation Summary:

We note the changes to the Spatial Strategy, particularly the ‘simplification’ of the hierarchy of the villages and hamlets into just two groupings and the changes to the Planned Limits of Development. Cottesmore, as we would expect, is classed as a larger village in which it would be expected to have some development during the Plan period and that services would be located here, we have no issue with this in principle. Our primary concerns have been and continue to relate to the location, scale and type of development proposed.
