Although I am in support of electric charging points. The policy focuses on car travel as a form of 'sustainable travel' and ignores bus services.
What will the council do to promote travel by bus? Will there be improved services and reliability to promote bus travel? This is a more sustainable form of travel than cars - i.e. mass transit

I support the policy, however this should not diminish the increasing need for improved rural public transport at a reasonable cost to the user. This would be more cost effective to the council and improve the lives of more people than charging points.

I am confused by this policy... should it not be called Electric Transport? which is all it seems to cover.
It certainly does not cover the wider implication of transition to net carbon Lifestyles and does not cover Sustainable Travel other than electric vehicles! There are too many assumptions - yes its slow, how do you know it will speed up - what else should be included in this policy to ensure Rutland achieves sustainable travel and net zero carbon!

Should the 'list of proposals' include those applications where the charging points are powered by PV roof panels and a battery?
Public transport, walking and cycling, are the most 'sustainable' ways to travel, not cars, even though they may be electric.

This phraseology could be interpreted as any development that meets this policy will be supported, regardless of other attributes of the development

CC13 Sustainable Travel, only seems to deal with charging of electric cars rather than covering any other forms of sustainable travel - Buses, Walking, Bicycles etc - the policy should be renamed to reflect this.

No Local Plan can possibly be produced without such relevant information - which then can be closely tied to the proposed development sites - clearly showing whether those sites are viable from a Traffic Management and Sustainable Travel consideration. Given that there is no Traffic Management officer or Traffic Management Plan for Rutland it is impossible to see how any Local Plan can be considered at this time without such information.

Would like to see more proposals for climate friendly, user friendly and efficient, public transport. For example community electric minibuses instead of large local buses, and cycle lanes through our towns to encourage bicycle use.

Unfortunately the data which this policy is based as in is out of date. You are not alone. Most of the decision makers in the UK are lacking experience and knowledge of electric vehicles (EV) and electric vehicle charging.
Whilst I am largely in agreement with CC13, your proposals to ‘go beyond’ Part S sound good but may well
not deliver what you are hoping for. There are simpler ways to achieve more. Your ‘Why is this policy needed??’ statement says: “A switch to electric
vehicles is underway but has been slow”, which is no longer true. EVs remained under 2% of new car sales from 2012 to 2017, 3% in 2019, but were 24% of all new car sales in 2023. EVs as a % of all cars on the road’ thus: 2017: 0.4%, 2019 0.8%, 2023: 4.5% The transition to EVs is happening NOW and not at some vague time in the future.
EVs as a % of all cars on the road’ are predicted to be, 2027: 10%, 2030: 20%, 2035:50% Please note that these projections, based on government data, mean that well within the life of this plan, half of all the cars on the road will be EVs. This clearly has implications for this Local Plan if it is to be fit for purpose in this area.
The wording of CC13 in the draft Local Plan says that RCC will support developers for ’proposing a higher ratio of charging points to parking spaces than the requirements set by the Building Regulations’ is not only commendable, but now essential.

Are facilities required for charging e-bikes/scooters safely, not just storing them? Should there be more emphasis on charging points in public car parks, supermarket car parks, etc.
