MM29 would insert the
Council’s housing land supply calculation, including a claimed post-adoption five-year supply of 1,203 dwellings, equivalent to 8.2 years.
Class Q objects because RCC9 no longer provides a reliable basis for the proposed Main Modifications. Its completion forecast has been superseded and the published evidence does not demonstrate that the assumed completions from a substantial number of major outline and allocated sites will occur within the five-year period. The Council’s July 2026 assessment adds weight to that concern because it revises a number of the contributions previously included in RCC9 and relies on further sites whose delivery is also disputed.
