Table 4 (spatial distribution of housing and supply) refers to small villages and hamlets without a PLD.

Observation ref Table 4 (MM29 Policy H1) We believe that removing planned limits of development from small villages and hamlets will greatly encourage development around the edges of the smallest villages and will undoubtedly lead to highly significant increases in windfall development in the open countryside surrounding the 25 or so small Rutland villages.
This proposal is counter intuitive to the NPPF and other RCC stated objectives. It is also counter intuitive to the estimated annual windfall development numbers included in the plan, and will cause them to be greatly exceeded.
We therefore recommend that all references to the removal of planned limits of development should be deleted from the adopted local plan policies and planning statements and that PLD's should be retained as presently defined for all the small villages.

With reference to Policy SS3 we also recommend that all Policy Maps for the small villages should be included in the Local Plan documentation showing the planned limits of development unchanged, as they are now shown in the Adopted Version of the Rutland Local Plan. We believe that this is important to enable village communities to quickly and easily refer to their village policy map showing PLD’s, conservation areas and listed buildings and all other planning information currently shown on village policy maps.
