The proposed housing delivery of 123 dwellings per annum is quoted as being the minimum requirement for the whole of Rutland. This flexibility provides a mechanism to respond to changing circumstances should the demand for additional housing arise.

With regard to criteria a) in this policy, the second sentence should be amended to make clear that the reference to allocated sites includes those allocated in adopted Neighbourhood Plans.

The flexibility included in policy H1 in relation to housing numbers in Uppingham is welcomed. However, we object to the Uppingham Gate site being allocated on the Policies Map for employment purposes and not as a mixed-use allocation. The site is allocated in the refreshed Uppingham Neighbourhood Plan, which is at an advanced stage, having been the subject of Independent Examination, for mixed-use purposes.

The Uppingham Neighbourhood Plan Review, which has been the subject of Independent Examination and has strong community support, allocates the site for mixed-use development including not only B2 and B8 small industrial units , but also E1 uses including a convenience retail store, C2 uses for elderly persons housing and C3 market and affordable housing.

The Uppingham Neighbourhood Plan Review includes a policy proposal for a 1,000sqm net floorspace convenience store on the Uppingham Gate site which will satisfy the Local Plan requirement for improving convenience food shopping in Uppingham. A major supermarket operator has confirmed their interest in such a proposal. and is prepared to undertake a sequential and retail impact test on Uppingham Town Centre. The justification text for policy E10 should include reference to this Neighbourhood Plan proposal.

Representation Summary:

Policy E12 only relates to a requirement for bulky goods retailing in Oakham. For completeness this policy for 'Sites for Retail Development' should surely follow on from policy E10 which refers to the need to satisfy the need to improve convenience retailing, particularly in Uppingham. This policy E12 should accordingly also include a section on sites for convenience retailing and in particular the proposal to remedy the deficiency in Uppingham by allocating the Uppingham Gate site in the Uppingham Neighbourhood Plan for a 1,000sqm convenience store.
