Policy SC7 - Provision of New Open Space

Representation ID: 8474

Received: 02/12/2024

Respondent: Sport England

Legally compliant? Not specified

Sound? Not specified

Duty to co-operate? Not specified

Representation Summary:

Policy SC7 primarily addresses the provision of new open spaces, with insufficient emphasis on protecting existing ones. The policy must explicitly outline how it will protect open spaces in accordance with the National Planning Policy Framework (NPPF).

The document includes definitions of open space and playing fields as per the NPPF, but clarity on the latter is essential.

An amendment is proposed to include a reference to the latest Open Space Assessment and/or Playing Pitch Strategy for on-site provision.

Appendix 3 – Open Space Standards

Representation ID: 8476

Received: 02/12/2024

Respondent: Sport England

Representation Summary:

Rutland County Council has updated its Playing Pitch Strategy (PPS) as part of its evidence base for the Local Plan Review. As mentioned in the text in Appendix 3 (Open Space Standards) the adoption of an up-to-date Playing Pitch Strategy allows the use of the Sport England playing pitch calculator. The calculator uses key data from the PPS to estimate what the additional demand generated from specific housing developments for the different pitch sport types is likely to be. Any increase in demand should be informed by the PPS to direct where capacity.

Creating sporting opportunities in every community
should be created i.e., improvements to existing sites within the locality or new provision supported by appropriate infrastructure.
