Renewables schemes such as wind farms and solar farms can have impacts on railway operations (such as glint and glare from solar panels that can distract train drivers and obscure signals). Policy H2 - we note that paragraph 'a' includes that the development proposals must be accompanied by a full transport assessment. Our only additional comment is that this transport assessment should include consideration of the proposal's impact on Stamford railway station and any adjacent railway assets (such as level crossings and bridges) so that any impacts on railway operations and safety may be identified and mitigated as appropriate (eg via alterations to plans or S106 contributions etc).

Policy E1.3 Burley Appliances Ltd. We note that the proposed site is directly adjacent to the operational railway line and it is imperative that the construction and operation of the site does not impact on operational railway safety in any way. We consider that the developer must engage with Network Rail prior to any works taking place on site in order to discuss the proposals and agree details such as construction methodology, drainage, boundary treatments, lighting etc. We are happy to work with the council and developer in respect of this matter.

Policy E1.6 - Wireless Hill, South Luffenham - we note that the policy wording includes provision of a full transport assessment which we support. It should be noted that the transport assessment must include consideration of the impact of the scheme upon operational railway safety. In particular, we note that the site is south of the level crossing at Luffenham and the impacts of traffic type and volume associated with the development upon the safety of the railway crossing must be considered by the assessment and mitigation provided where appropriate.
