The transport assessment referred to should include consideration of the proposal's impact on Stamford railway station and any adjacent railway assets (such as level crossings and bridges) so that any impacts on railway operations and safety may be identified and mitigated as appropriate (e.g. via alterations to plans or S106 contributions etc).

Policy E1.3 Burley Appliances Ltd. We note that the proposed site is directly adjacent to the operational railway line and it is imperative that the construction and operation of the site does not impact on operational railway safety in any way. We consider that the developer must engage with Network Rail prior to any works taking place on site in order to discuss the proposals and agree details such as construction methodology, drainage, boundary treatments, lighting etc. We are happy to work with the council and developer in respect of this matter.

Policy E1.6 - Wireless Hill, South Luffenham - we note that the policy wording includes provision of a full transport assessment which we support. It should be noted that the transport assessment must include consideration of the impact of the scheme upon operational railway safety. In particular, we note that the site is south of the level crossing at Luffenham and the impacts of traffic type and volume associated with the development upon the safety of the railway crossing must be considered by the assessment and mitigation provided where appropriate.

We consider that alterations can be made to the wording of this policy to better reflect rail freight use, impact on and safety concerns at level crossings and also the need for improvements at Oakham railway station.
(for example there is no step free access between the platforms other than via the level crossing). We note the wording for paragraph 'b' relating to movement of people and goods and consider that there is scope for rail freight to be included in this part of the policy as well so that such use is not restricted to mineral extraction and waste use.
