It is unsound because the policy and its associated Policies Map have no relevant or robust landscape or visual impact evidence. The policy is therefore not justified by evidence; not effective in guiding the location of renewable energy developments; and is contrary to national policy which requires such evidence.
Policy CC8’s opportunity areas should be deleted unless, and until, the landscape and visual impacts of such proposals have been properly evidenced, consulted upon and then examined.

Lyddington, and other small and unsustainable villages, should not be defined as a “Larger Village” in policy SS1(b) with the consequential housing development implications set out in policies SS2 and SS3.
Policy SS1 is unsound as it is not justified by the necessary evidence to come to a proper conclusion; is not effective in delivering sustainable development; and is not consistent with national policy.
Policy SS1 should be redrafted following additional work on Rutland settlements’ local services and facilities, with further public consultation and examination. Alternatively, Lyddington should be classed as a “smaller village” in SS1(c).

The proposed northwestward extension of Lyddington’s Planned Limits of Development (the PLD) boundary is incorrect and unsound as it is not justified by the evidence; it is ineffective; and it is not consistent with national policy. It does not, as required, adjoin the 2014 PLD boundary. It makes future further housing in this location highly likely.
It should preferably be deleted entirely or, alternatively, the inclusion in the PLD of a small, highly visible field to the west of Main Street should be omitted.

Lyddington, with other small and unsustainable villages, should not be defined in policy SS1(1) as locations for major housing applications if there is an insufficient supply of housing land.
The policy is not sound as justifying evidence is lacking; it is not effective in steering major housing to sustainable locations; and it is not consistent with national policy as it does not provide certainty for development.
It should either be deleted and such situations left to existing national policies; or adequate evidence produced to justify it; or Reserve Sites allocated - all subject to public consultation and examination.
