The proposed plan period is too short. As a minimum it should run to 2043, as a preference until 2050 to enable positive strategic planning.
Then, it is questioned why in full acceptance of the uplift in need for new homes identified by the emerging Standard Methodology 2 the Council does not seek to plan towards this target as part of the current process.

The housing target is unacceptably low, is contrary to the recommendations of the Council's own evidence base, and will only serve to exacerbate issues in respect of need, demand, and overall affordability.
Then, the plan proposes an entirely unjustified and unsustainable distribution of growth that fails to utilise the opportunities presented by the Country's two largest villages.
Overall the proposal to plan for too few houses and direct too many of these to a town in a neighoburing district represents an abdication of the Council's responsibility to meet the needs of Rutland.

Fundamentally the Council is not doing anywhere near enough to sustain the housing needs of the County at its own hierarchy of settlements.
Then, its response in terms of site selection is entirely inconsistent with the evidence presented towards the call for sites - the assessment of each of our client's three sites overlooks vital information made available to officers that demonstrates the resolution of all constraints at each.
We have serious concerns around the Council's site selection process and eventual spatial strategy.

There is no basis whatsoever to transfer the benefit of 650 homes at Stamford from South Kesteven to Rutland's supply. Whilst the site lies within Rutland it was allocated principally to meet the needs of the neighbouring district as part of its own current and adopted strategy. There is no justification for this position to change and no evidence that it will not impact on South Kesteven's own strategy.
As importantly it proposes a significant element of Rutland's supply at a site which is functionally linked with a town in a neighbouring district.
