Improving the Public Rights of Way network by creating more multiuser routes must be part of any new permissions for land development. Linking up existing routes is espcially important for safety reasons.
Public access to new green spaces on developments needs to be protected.

CIL money should be used to improve and /or create PRoW that are multiuser routes and help keep walkers, cyclists , horse riders and carriage drivers off the increasingly busy roads.

Horse riding is a healthy activity that continues beyond middle age.
Improving PRoW and linking exisiting routes , to minimise use of busy roads, is very important for the safety of vulnerable raod users - walkers, cyclists and horse riders.
New green spaces on new developments are part of the linking up process and need to open for public access not just residents.
