The proposed spatial strategy, insofar as the proposed housing requirement and lack of residential development in the larger villages, is unsound. It will not realise the level of housing needed to respond appropriately to the housing needs of the authority or specific localities, and does not take full account of the reasonable alternatives available. WDH’s responses to this policy and other policies (notably Policy SS1) demonstrate that there is a need to identify additional sites in order to address the plan's shortcomings, and that WDH’s site to the North of Mill Lane, Cottesmore should be identified as an allocation site.
