Policy SS1 - Spatial strategy for new development

Representation Summary:

We recommend either a) Change the start of the plan period to 2023, maintain a 20 year plan period so the end
date of the plan is 2043; or b) Extend the plan period to 23 years so the end date of plan is 2043.

In full accordance with the PPG it is recommended that the housing requirement is increased to the average rate of 185 dpa. This is at the top of the range of demographically led projections in the HMA but falls significantly short of the level of housing needed to support the economic policy of the Regulation 18 Plan and as such the proposed housing provision should be adjusted upwards.

Therefore:
a) Policy SS1 should be amended to reflect the level of employment land being proposed
in Policy E1
b) As above, the level of housing should be increased to that which will support the level of employment growth that is being pursued. At a minimum this should be at least 185 dwellings per annum (dpa).

Reword Policy to: “Proposals for housing development on greenfield sites adjoining the Planned Limits of Development of Oakham and Barleythorpe, Uppingham and the Larger Villages will only be released where it is demonstrated that they are needed to maintain a sufficient supply of deliverable and developable land.”.

Policy SS5 – St. George's Barracks Opportunity Area

Representation Summary:

The policy states that the redevelopment proposals are not expected to deliver more than between 350 and 500 dwellings as part of a mixed-use development. It is noted that at this stage none of these dwellings are counted towards meeting the housing need in Policy H1 and this is considered to be the correct approach given the uncertainty of the timing of the release of the site and the complexity of its redevelopment.

Policy H1 – Sites proposed for residential development

Representation Summary:

The overall level of allocations is almost amatch to the minimum level housing provision advised by the Standard Method 2706 (123 x 20 plus 10%). In light of the past rates of completions and the impact of the Council’s economic strategy the level of housing to be planned for should be substantially above the minimum requirement.

The total level of housing to be planned for should be amended as follows taking into account the recommended extended time period suggested:
a) 185 dpa x 23 (to take the plan to 2043) plus 10%.
The consequentially results in:
b) a total to be allocated of 4,680 dwellings (203dpa)

The Regulation 18 Plan does not contain a trajectory to demonstrate that the allocations will be delivered in a timely manner to meet the level of housing required to support the Council’s economic strategy.

Land at Greetham Quarry should be an allocation. Part of this site has been granted permission for 30 dwellings. This site was included in the “Site Allocations Assessment Larger Villages Appendix C” as site GRE11 Greetham Quarry. This Report simply dismissed the site on the following grounds:
“Site is not adjacent to a village with PLD, not passed stage 2 screening.”
This assessment predates the issue of planning permission and therefore cannot take into account the fact that the land between the PLD and this part of the Quarry is now to be developed as Phase 1 of Greetham Quarry.

Representation Summary:

Rather than the allocation of the green field site H1.e Land south of Oakham Road, Greetham, priority should be given to the allocation of land by way of an extension of the permitted development at Greetham Quarry which does not comprise a green field site.

Failure to priorities land in such way renders the local plan unsound.

It follows that the plan should be amended to provide for:
a) The allocation of land at Greetham Quarry for the provision of approximately 30 additional dwellings

Policy H2 – Cross-boundary development opportunity – Stamford North

Representation Summary:

The policy states that the portion of land within Rutland will only be brought forward for development in conjunction with the land in South Kesteven as part of a comprehensive mixed-use scheme known as Stamford North.

Recommendation:
a) Until it can be demonstrated that the site is actually deliverable in accordance with all criteria in Policy H2 none of the dwellings should be counted towards meeting the housing requirement.
b) If it can be demonstrated the site is deliverable, the level of housing to be delivered must be set in the context of the delivery of the main part of the allocation in South
Kesteven and with reference to appropriate and realistic lead in times and delivery rates.
