Representation Summary:

This proposal is significantly smaller than the Garden Village scale development that was proposed in the previously withdrawn Rutland Local Plan (2,215 dwellings), and although 500 dwellings is still a sizeable development, it is likely this scale of development will have less of an impact on wider infrastructure (particularly the road network) and therefore potential cross boundary impacts for North Northamptonshire.

t will be key that robust transport modelling in the surrounding area/at the North Northamptonshire boundary takes place and other potential cross boundary impacts, particularly in relation to infrastructure, are considered. NNC is reassured by criterion g and h of Policy SS5 which sets out that a masterplan of the site must “detail the delivery of an adequate amount and range of infrastructure to support the uses and community on the site which must be delivered in tandem with or ahead of development” and “provide a detailed transport assessment including proposals for the delivery of sustainable transport and active travel” respectively.

Representation Summary:

In response to the previous consultation, we referenced the Welland Valley in relation to opportunities for cross boundary green infrastructure and biodiversity net gains. This asset is identified as a local corridor in the North Northamptonshire Joint Core Strategy at Policy 19. It is noted the Preferred Options document only references the Welland Valley in the context of geology and minerals, but as mentioned in our previous response, it may be appropriate for Rutland County Council to also recognise the valley in a similar way regarding it is a green infrastructure asset in the new Local Plan. It will be important for the two authorities to continue with dialogue on cross boundary GI matters both for plan-making and delivery. In the same way the Local Nature Recovery Strategy for each of our areas may highlight areas for cross boundary nature recovery opportunities that could be highlighted if the timing allows.

Finally, it is worth mentioning a couple of factual points on page 12 of the Preferred Options document that would need updating for the next stage of the Plan.

Firstly, it would be worth noting in brackets that the Corby and East Northamptonshire areas are now part of the North Northamptonshire Council unitary authority.

Secondly, in Figure 2, the proposed number of homes identified for the Corby area should read 14,200 (not 14,500) with regard to the strategic opportunity figure, as per Table 5 of the JCS.
