The buffer has already been agreed through assessment
and substantial work on the SPD and permission
2022/0227/MAO in order to protect heritage assets and
their settings, in particular the scheduled monument
1005067 Roman Town at Great Casterton. This should
be shown on the allocations map at this stage.
Reference to heritage assets should be made within the
‘why is this policy needed’ paragraph. Please also refer to
the work previously done on the draft SPD and
2022/0227/MAO for this site which included much greater
detail which could be of assistance for this paragraph.
The policy should be reworded to reflect the agreed buffer to be shown on the revised allocation map.
All site appraisals have been reviewed in the light of comments and further evidence received to determine their suitability for allocation.

This policy also provides the opportunity to reference the
rich heritage of Rutland Water Area and its numerous
heritage assets and their settings.
Historic England would be very happy to assist with wording.
The rich heritage of the Rutland Water Area (RWA) has been taken into consideration in identifying the boundary of this valued landscape. Policy EN10 is considered appropriate in strictly controlling development within the RWA to protect all of its valued characteristics, special qualities and features.

This policy is welcomed.
Reference to ‘historic assets’ should be updated to
‘heritage assets’ to reflect NPPF terminology.
Within the supporting text, it would be helpful to refer to
non-designated ‘features’ as ‘assets’ to reflect NPPF
terminology. It would also be helpful to include reference
that some non-designated heritage assets are equivalent
to designated heritage assets and that in some cases
local authorities may also identify non-designated
heritage assets as part of the decision making process on
planning applications.

Within the introduction to the policy, it states that there is no need to repeat national policy within Rutland. Para 209 of the NPPF states that the significant of a non-designated heritage asset should be taken into account in determining the application.
