This objective encourages the efficient use of land which is supported. Abbey Developments own plots of land at Harrier Close, Cottesmore, which are interspersed among existing residential development. The efficient use of this land would be to allow residential development on the unused parcels. The parcels are not allocated or designated as open space and are not covered by any other designations other than to be washed over by the open countryside designation. This is not making the most efficient use of these parcels of unused land.
Support of the Strategic Objective noted.

Policy SS1 - Spatial strategy for new development

This policy misses the opportunity to allocate or allow for the development of the unused parcels at Harrier Close, Cottesmore to provide an additional 15 units. In previous draft plans Harrier Close was shown as part of a Planned Limits of Development of a “North Cottesmore”. This is no longer being promoted by the council leaving Harrier Close an enclave of existing development adjacent to but not included within Kendrew Barracks (policy SS6) but benefitting from all the facilities on the barracks and also not part of the Cottesmore Planned Limits of Development. This means is it a large area of residential development within the open countryside which does not reflect its true situation.
Harrier Close should have a Planned Limits of Development designation so the unused parcels of land could provide approximately 15 dwellings towards the housing land supply and would then follow the council’s strategic objection 9 of making efficient use of unused land.
A PLD review has been completed and it was not deemed appropriate to make the proposed change.

Policy SS4 – Infill and rounding off development in smaller villages and hamlets

The policy should not limit itself to the small settlements listed in Policy SS1c. The policy should recognise that there will be other opportunities for infill development on locations not listed in the policy such as Harrier Close, Cottesmore which offer the opportunity for infill development on a number of parcels within the existing large residential development which does not have a Planned Limits of Development designation.
Recognising areas such Harrier Close would allow currently unused land to be used more efficiently and provide dwellings which would contribute to the council’s housing land supply.
The policy should also not restrict itself to a maximum of 5 dwellings for infill development as this does not recognise the potential for areas like Harrier Close.
It is not considered appropriate to extend the approach to locations which are considered to be open countryside. However the policy has been reworded to provide clarity and allow for small scale development on the edges of all settlements, this is in response to other representations made.
The size threshold of up to 5 dwellings is considered appropriate maximum number for these smaller villages.

This plan is leaving Harrier Close as an enclave of existing development adjacent to but not included within Kendrew Barracks (policy SS6) but benefitting from all the facilities on the barracks and also not part of the Cottesmore Planned Limits of Development. All site appraisals have been reviewed in the light of comments and further evidence received to determine their suitability for allocation.
