There is much in this Local Plan that needs complete rethinking as it appears the only objective is to meet a housing quota by dumping the proposal on a local community area that cannot support it, as such we cannot support this aspect of the plan.


Our response:

Noted. The Local Plan provides a list of 11 Strategic Objectives which are addressed via an array of detailed policies for all aspects of society.

This proposal does not fulfil the Rutland CC objectives. It does not sit close to Oakham or Uppingham and does not enhance Rutland. It enables Lincolnshire to achieve their Housing figures and is on a Green Site not Brown. Stamford has several Brown sites available which should be developed before this one. The Medical and Education facilities in the area are already full. The road infrastructure and drainage network are both barely adequate currently and this development will create overcapacity leading to high cost solutions. The A1 currently has queues back onto the main highway every weekday evening.

Representation Summary:

The Housing Development at Quarry Farm does not support the Objectives identified in this section. The location is remote in Rutland not local - in fact it borders Lincolnshire/Stamford. There are not good transport links. There are no local jobs. Inadequate services. The health facilities are oversubscribed and in "Special Measures". There are insufficient Education places for the proposed 650 houses(finally 2,000 houses). The construction is proposed on a Greenfield site that is currently used as open space for exercise and wildlife. The infrastructure at the moment before development is inadequate with poor access onto and off the A1.
