Representation Summary:

The Parish Council and residents of Essendine do not consider Essendine to be a large village. For residents the village has only three amenities. There is no mains gas supply to Essendine.

Essendine is on the A6121 which experiences in excess of seven thousand vehicle movements per day.

39 houses will bring approximately 100 new residents to Essendine along with approximately 80 plus cars and vehicles. This potentially brings 160 additional vehicle movements per day.

Poor Access and Infrastructure, the utilities along Manor Farm Lane and within Essendine will need a significant upgrade too. .

1. If the potential development were to go ahead it would lead to a significant increase in traffic on Manor Farm Lane.

2. The Lane is narrow, the additional traffic could not use the Lane with safety.

3. When exiting Manor Farm Lane onto A6121 the view to the right is impaired by a bend which is on a hill.

4&5. There are two “blind bends” in the Lane.

6. Many residents and people living outside the village, use the Lane particularly for dog-walking and as wellbeing amenity.

7. The Landscape Sensitivity Study (June 2023) assessed the site in parcel ESS1 commenting that “The sensitivity of this study parcel lies in the strong and positive rural character and sense of place along Manor Farm Lane, particularly around Manor Farm and Broadholme Farm where there is a strong degree of coherence and harmony of building materials.”

8. The site is outside of the Planned Limit to Development

9. It is not clear how the development could take place without impacting on the mature, classically shaped, sycamore trees near to or within the site.

10. Some of the potential site is permanent grassland and, to personal local knowledge, has been such for at least 40 years. The field is cut just once per annum.

11. Little Owls hunt in the grass field and bats can be seen flying above the field and houses on Manor Farm Lane. Other habitat types are provided by barns on the potential site. It is unlikely that the development could show a positive Biodiversity Net Gain.
