If the developer makes a commitment to build 30% of the properties to be "affordable", first time buyer properties. Then the council must make a contract commitment that any deviation from achieving this minimum is severely penalised in monetary terms.
Otherwise develops will switch the development to medium and larger homes to get higher property returns for each square meter of land.
The penalty for this needs to exceed the uplift in selling price. Developers must not be under any illusion that they can take RCC for fools.
Under Policy H7, development of affordable housing has to meet the definitions of Annex 2 of the National Planning Policy Framework and the national rules on First Homes. Provision is usually enforced through stringent section 106 contracts to prevent potential abuse. Policy H4 requires a wide mix of housing of all types to be provided in Rutland to meet needs.

I am not sure how you can support local public houses but you must support village halls, for clubs such as Scouts, Guides, Rainbows etc.

Tell the Farmers what you expect, within certain parameters and then leave them alone to get on with it. You do not have the skills, experience or knowledge to manage the land. The Farmers do!

I Agree with objectives "A" - "D"
However (with the exception of Rutland Water) visitors have limited access to the country side. There are insufficient public foot paths and bridle paths. Especial north of Oakham. If a Land owner wishes to change the use of land than I would strongly suggest that they are encourage to permit public footpaths or rights of way in exchange for approval. The Land owner gains and so do all the people of Oakham and the Villages. "Quid Pro Quo"

Planning of junctions, traffic lights, needs simple modifications, to improve the flow of traffic. I sometimes wonder if the engineers who design junctions, paint the lines or sequence the lights have ever driven a car or sat in traffic, with engines idling?
This is a highway matter and therefore outside the remit of the Local Plan

yes please plant more trees - We helped the guides plant lots of tree last year at Whissendine sports ground. But we should do more. But also we need to look after the trees we have - too often they are neglected and left covered with Ivy or damaged/diseased. RCC should plan with land owners to remove diseased trees more quickly and incentivise farmers, to care for some of the trees that are hundreds of years old.

Solar and Wind are good sources of energy. But you can not plan for these unless you absolutely have a plan in place to recycle the panels and blades when they need replacing. No Planning should be allowed with a covenant to cover the cost a recycling these product in later years otherwise our children will be paying a high price for our ignorance.
Comments noted. This representation relates to Policy CC8. Requiring details of disposal/recycling of the solar panels and turbine blades, this would be required under Policy CC8 and CC1. Given the value of solar panels and steel used in the manufacture of wind turbines, there is likely to be a strong financial incentive for developers of commercial scale renewable schemes to sell on materials for reuse and recycling.
