Policy SS3 – Development within Planned Limits of Development

Extraordinary Village Meeting Bisbrooke November 2023,

The removal of the Planned Limits of Development from around villages gave rise to considerable concern because Bisbrooke has no community facilities other than a church; there is no employment within the village; there is no regular public transport .
Increased car usage will put unacceptable pressure on the already inadequate roads which serve the village.
It is considered that the planned limits should remain around small villages . Speculative satellite housing development around small villages would be detrimental to their visual appearance and not in keeping with the traditional incremental growth of settlements.


Our response:

Comments noted.
It is considered that policy SS4 (now SS3) provides sufficient restrictions to prevent large scale development in small villages whilst allowing for appropriate small scale infill and redevelopment. It should be noted however that the policy has been amended in response to other representations.

Comments noted. No change to the general approach to remove PLDs from small villages, however policy SS4 (now SS3) is to be amended to provide greater clarity to be added to the policy criteria.

Policy H4 - Meeting all housing needs

Concern was expressed about the provision of affordable housing and whether it would really be affordable and remain as such. There seems to be little provision for elderly or disabled friendly housing. Many larger houses could be released for families if such provision were to be made. Speculative development appears to lead only to large expensive houses being built rather than for local need.


Our response:

Policies H3, H4 and H7 make appropriate provision for a wide range of housing appropriate to meet local needs over the long term.

Policy H7 - Affordable housing

We support affordable housing policies in principle but we object to the lack of a policy to require a small house in the mix on small sites of 6 to 9 houses. Off-site contributions are insufficient.
Many larger houses could be released for families if such provision were to be made. Speculative development appears to lead only to large expensive houses being built rather than for local need.


Our response:

It is difficult to provide affordable housing viably on very small market sites, except perhaps if the properties are First Homes. First Homes do not meet the most acute housing needs, because they are sold at a discount of 30% of open market value and must not cost more than £250,000 for the initial purchase. Policies H3 and H4 cover density and housing mix.
