To build on the field south of Brooke Road would be to fly in the face of this policy as there are no
exceptional circumstances. The opposite is true. The site was rejected in the last iteration of the
Draft Local as there is no capacity on the road for more vehicles as the highway issues have been
accepted as having a ‘severe’ impact (see further below).

Policy SS3 – Development within Planned Limits of Development

Policy SS3 focuses on development within the PLD so the emphasis is on building within the new PLD and not infringing this alike H1.2 at Brooke Road
Extension of the PLD is proposed under the Local Plan to include Housing Allocations. The proposed PLD around Oakham is considered the most appropriate and up-to-date delineation between the built framework of the town and surrounding open countryside, drawn in accordance with methodology established by the PLD Review Study 2023, when account is taken of proposed allocations.
Housing allocations have been reviewed as part of preparing the Regulation 19 plan and where sites are allocated the PLD will be redrawn around them.

H1.2 Land south of Brooke Road

The site of Land South of Brooke Road must be removed from the Draft Local Plan as it has been proved in the last plan to cause severe impact on highway safety and the “residual cumulative impacts on the road network”
Re-writing the facts in terms of a site assessment is wholly unacceptable and calling something viable, when it patently is not, is reprehensible.
The idea of building on Brooke Rd needs now finally to be laid to rest once and for all as any site allocation needs to be part of the arterial road system where traffic is designed to flow. Brooke Rd is not a main arterial road, as stated before it is a bendy, narrow single file lane to all intents and purposes.
All site appraisals have been reviewed in the light of comments and further evidence received to determine their suitability for allocation.
