As older people down shift to smaller housing and to be near public services, does the percentage of affordable housing require review. Unless jobs are to be created near to where affordable housing is to be developed. Rutland house prices are above the National average and there is a net migration to neighbouring Leicester and Peterborough for commuting, so cannot see the demand from 1st time buyers.
When a household in Rutland downsizes from a larger property to a smaller one to meet changing needs, this does not necessarily need an extra dwelling as the original dwelling is normally freed up. If the original dwelling is an affordable one, there is usually an affordable older person's dwelling in the existing stock that can be made available. Policy H4 covers new specialist stock for older people. Some of this specialist stock will need to be affordable, but this is contained within the overall 30% total affordable homes.

Policy E10 – Town Centres and Retailing

Plan refers to developing evening and leisure entertainment, cafes and retail, small markets are “dying”, and they bring footfall into the larger urban towns together with having a vibrant high street. Identifying sites for retail development outside of these centres will hasten their decline.
Noted. Policy E10 provides support for retail and leisure development in Oakham and Uppingham which improve the vitality and viability of the town centre and enhance the evening economy. This policy does not identify sites for retail development outside of the town centres.

Developing sites outside of town centres will increase traffic flow through smaller/larger villages on existing infrastructure. The plan should look to safeguard the high street where use of local bus services / cycling and walking can be best realised.
Noted. However, this policy encouraged sites to be put forward in Oakham for new retail development proposals for non-food retail uses, located in the town, which is unlikely to increase traffic flow.
