The Local Plan sets out a minimum housing need of 2,460 new houses over the plan period, but does not set out the housing requirement as required by the NPPF and PPG. As part of this, and given the small identified need of 123 homes / year and the relatively small number of sites to be allocated, a much higher buffer than 5% is required to ensure choice and to ensure that sufficient housing will actually be delivered to meet the need.
Housing Strategy
The Draft Local Plan includes allocations of less than 10 dwellings. A number of proposed allocations are not evidentially deliverable.
Land South West of Belmesthorpe Lane, Ryhall (H1.7) is stated to be brownfield but is greenfield.
In the absence of evidence to suggest that an uplift in affordable housing on a site-by-site basis would be viable, the Council should adopt the higher annual requirement of 190dpa, as described by Option 3 of the Issues and Options draft, to provide certainty of both a sufficient supply of affordable housing over the plan period as well as a variety of house types and tenures to meet market demand.
All site appraisals have been reviewed in the light of comments and further evidence received to determine their suitability for allocation.

Policy H4 - Meeting all housing needs

The requirement for development proposals for sites of 10 or more dwellings to provide a range of house types, sizes, and tenures to meet the general and specialist needs for housing in Rutland as identified in the latest Housing Market Assessment or other up-to-date evidence of local housing need is supported over a more prescriptive approach, and emphasises the need for an up-to-date Housing Market Assessment.

Support for proposals for self and custom build housing is supported. Larger development sites are also encouraged to make serviced plots available for self and custom build homes. ‘Larger developments’ should be defined, although it is noted and supported that larger developments are encouraged rather than required to make plots available.

The requirement that in the Designated Rural Areas (all parishes outside Oakham and Uppingham parishes) developments of between 6 and 9 dwellings inclusive will also be required to make affordable housing provision for 30% of the scheme's total capacity needs to be evidenced as deliverable if to be required.
Paragraph 2.49 of the Whole Plan Viability Assessment states: "The whole of the County is within a Designated Rural Area with the exception of the parishes of Oakham and Uppingham, so a threshold of less than 10 units is tested." Appendix 13 of the Whole Plan Viability Assessment demonstrates the viability of sites of under ten dwellings providing affordable housing.

A Policy on landscape character needs to include criteria for when new allocations introduce built form into the landscape. The Policy does this with the following text and is therefore supported - ‘on the edge of settlements, new development should reflect local identity, including the consideration of historic settlement pattern and separation, the historic form of a settlement and how it relates to landform and landscape features’.

High quality design is a key part of sustainable development. The proposed approach whereby ‘proposals must / should demonstrate…’ rather than a more prescriptive approach is supported. 4.c. states that proposals should ensure that there are no adverse impacts (our underlining) on the amenity of neighbouring users. New development can have adverse impacts and still be acceptable, and the Policy should refer to no significant adverse impacts or similar wording. 4.g. should refer to ‘parking’ rather than ‘arking’.
