Representation Summary:

It is a Local Candidate Wildlife site and it’s inclusion is in conflict with Rutland’s environmental strategy, especially its Nature Recovery Strategy (EN2), Biodiversity Action Plan and previous CS4 policy commitment to not build in open countryside. Neither does it fulfil the criteria for a sustainable community, partly because of the spatial strategy, but also because of its over-reliance on service and infrastructure provision in the neighbouring town of Stamford (within SKDC).

Policy H2 – Cross-boundary development opportunity – Stamford North

Representation Summary:

The proposed development is set in open countryside and next to a SSSI on the Great North Road and there are more appropriate sites for a development of this size in Rutland - e.g. St Georges Barracks. The development will put upon Stamford unacceptable levels of traffic and the town will not have sufficient infrastructure (healthcare, schooling, to cope with this proposal, if taken in conjunction with the Stamford North Development on 1350 houses.

Policy SS5 – St. George's Barracks Opportunity Area

Representation Summary:

This is the perfect site for a future development so should be included as a full allocation in the Local Plan. A Memorandum of Understanding has been created already between RCC and the MOD for the use of this site, post-closure, for residential development and was proposed for the Local Plan that was rejected recently. With a potential 2200 homes, based on the evolving Masterplan, which would still leave an area of 160 hectares after residential development for other uses.


Our response:

Support noted. The approach taken in the Local Plan for the location of new housing is for a wider spread of development across the communities whilst acknowledging that SGB may be appropriate for meeting some future development needs either during this plan period and/or beyond. The Local Plan must allocate sufficient housing land to meet housing needs during the plan period and the Council took the decision that SGB is to be identified as a Future Opportunity Area. The availability and deliverability of development sites is a key part of ensuring that housing needs are met through the Local Plan.

Representation Summary:

We are highly concerned that, of the 1375 properties proposed in the plan, 48% of these are at QF.
Using brownfield sites is a much more suitable proposal than using the site at QF which seems to go against many of the key points in the production of the Local Plan
Key issues are:
- Reduction in biodiversity net gain and wildlife habitat
- Provisions of infrastructure - the infrastructure required for this development is almost wholly dependent upon the Stamford North Development being approved.
- Healthcare - existing practices are stretched to full capacity
- Education - the majority of primary schools in Stamford at full capacity, and both Welland Academy and Casterton College at full capacity, the reliance on the extra provision with Stamford North Development is concerning.
- Employment
- Affordable Housing - there needs to be assurances that the minimum level of affordable houses is met
- Highways and Traffic - We have major concerns about the 'link road' and access from these onto the Great North Road and Little Casterton Road and then ultimately further west onto Ryhall Road.
We feel that QF is an inappropriate location for this development with many essential amenities lacking.

Policy SS5 – St. George's Barracks Opportunity Area

Representation Summary:

We feel that the non-inclusion of St George's Barracks in the draft Local Plan is disappointing and, with the Plan to be adopted for at least 15 years and St George's Barracks closing in 2026, this seems like a much more appropriate location for a development.

The approach taken in the Local Plan for the location of new housing is for a wider spread of development across the communities whilst acknowledging that SGB may be appropriate for meeting some future development needs either during this plan period and/or beyond. The Local Plan must allocate sufficient housing land to meet housing needs during the plan period and the Council took the decision to identify St George's Barracks as a Future Opportunity Area in Policy SS4 and a framework to ensure that any future development is sustainable and holistically planned and address the issues raised. The Woolfox site will also be identified as a Future Opportunity Area in the Regulation 19 Plan.
