Objection to Vision and Objectives and the Monitoring and Review Framework – the Plan should include a development plan policy committing the Council to a local plan review given the expected increase in housing numbers from the NPPF. This is particularly pertinent in the context of the authority seeking to commit to development proposals beyond the current plan period in Policy SS4. The Plan is unsound without such a policy as it is not positively prepared.

We object to this entire Chapter as presently drafted, in particular that the plan is proceeding with the 2023 housing number, it includes untested and unjustified
“future opportunity areas” – which have not been tested alongside “all other reasonable alternatives”, and is not supported by evidence.
No reliance should be placed upon “Figure 11 – Housing Trajectory 2021-2041”, which should
DELETE the orange line of “trajectory with Future Opportunity Areas” – for the foregoing reasons.
Table 6 – Data for Housing Delivery (Figure 11) should consequently be deleted and/or recalculated
with the exclusion of any “potential additional supply from Future Opportunity Areas”

AWS supports the inclusion of the Policy CC6 on water efficiency in new homes in the Monitoring Framework. We agree that this can be assessed by data from planning decisions and suggest that a two-stage data collection at application validation and then conditions in approved applications can enable effective monitoring by RCC.
