The plan appears sensible, well thought through and proportionate. I have no major concerns about the proposed actions.

The proposed plan period is too short. As a minimum it should run to 2043, as a preference until 2050 to enable positive strategic planning.
Then, it is questioned why in full acceptance of the uplift in need for new homes identified by the emerging Standard Methodology 2 the Council does not seek to plan towards this target as part of the current process.

On the introductory page, under soundness the document reads::
• positively prepared - provides a strategy which, as a minimum, seeks to meet our objectively assessed needs. Have the needs been objectively assessed?
• justified - an appropriate strategy… based on proportionate evidence. Is this volume of potential renewable energy sites appropriate? Where is this evidence?

Comments on the overall plan highlighting the lack of proper consideration of alternatives, the lack of justification for decisions made, including for the selection of sites and the inclusion of the capacity of Quarry Farm in the housing land supply of Rutland.

Suggest that the ‘Why is the Local Plan important?’ paragraph in Chapter 1 could be rephrased to focus on the positive ability of the Plan to direct development to the sustainable locations, rather than setting out the negative consequences of inappropriate development.
