Which communities are identified as those most in need of support? Which groups are most at risk?
What does inclusive mean in this context?
RCC needs to promote diversity in its own make-up so that it can better identify with the needs of the communities it seeks to serve.

Our client supports this objective. Proportionate growth of three dwellings to the small village of Whitwell as is proposed in the appeal application would enhance community cohesion and would not detract from the objective of increased safety or inclusivity.
