A robust policy needs to be in place to ensure housing meets the needs of the community and has a zero carbon footprint. Too many applications have been passed in the county that involve maximum profit for the developers, with little regard to the community, maintaining rural Rutland and protecting the environment.

This strategic objective is better worded than the similar wording in the 'vision' section. The 'vision' seeks only to provide "a range of high-quality housing that meet the County's minimum housing need" - which is not much of a vision. Housing need and the national housing crisis is very real and whilst obviously development must be sustainable and proportionate to existing settlements, the Council should lead the way on this vision and go beyond providing the bare minimum to avoid exacerbating the housing problem. Planning always for the bare minimum is not the answer and solves nothing.

Make building companies confirm and stick to exactly what they mean by affordable housing. How much they will be and how they can be bought. Not part buy part rent schemes.
Keep housing within the boundaries of villages. People want to live in small places for a reason.

Affordable housing numbers need to be increased.
A number of new builds are being immediately bought up by landlords who then rent out housing privately. What data does RCC hold on these figures?
Developers need to be held to account on the quality of consultation they carry out when proposing new builds. There should be clear criteria available about appropriate consultation methods.

Of course support this. BUT proposed housing developments around Oakham are close to railway line - increased freight traffic producing noise and pollution, increased traffic congestion and poor environment for those living close by. Mitigation measures needed to offset effects for residents with appropriate noise reduction fencing, trees and vegetation plus insistence upon speed reductions for all trains.

As above, would these homes be low/zero carbon? To do so they must be built at or close to Passiv Haus standards, and embodied carbon during construction must also be minimised.

Recent policies propose intensive re-development of the St George’s Barracks site and greenfield development in the Edith Weston parish.
Whilst this represents a reduction from previous proposals, these proposals are at odds with the vision, particularly with respect to climate change, rural character and natural environment and infrastructure.
Similarly, they would be contrary to strategic objectives SO1, SO2, SO3, SO4, SO5, SO8, SO9, and SO10.
