DIO are supportive of the Council’s objectives to create sustainable communities and well-designed places. The Local Plan should protect community facilities in sustainable locations and the provision of new local community services and facilities where there is an identified need alongside new development. The DIO are supportive of open space requirements to meet the needs of occupiers and will work with Rutland Council and the local community to ensure the St George's Barracks site is developed to a high standard to create an inclusive and sustainable new community.

It would be very helpful to have a clear definition of what sustainable communities are seen to be in the circumstances of Rutland.
The policies in this chapter are laudable. But there are notable conflicts with many of the other policies in the plan. The plan should seek to retain facilities within the main settlements by being robust in resisting attempts to allow higher value land-uses to force out lower value uses essential to achieving communities that are genuinely sustainable.
The planning system can, within the framework provided by national guidance, act strongly in ensuring we provide the type of development that we want to see, with all its obligations and only in the places we want it to be. But it necessitates a strong plan, built upon community needs and aspirations and with an equally strong commitment that it will be delivered.

A comprehensive definition of what is meant by “sustainable” in this context is required to clarify a clear boundary line between what development will be considered sustainable and what development will be considered unsustainable – this is needed for the communities in Rutland, for Developers and for the Rutland Local Planning Authority to make rational and acceptable decisions concerning the scale and location of development in Rutland.

these were not in place and rigorously applied to recent developments in and around Oakham and Uppingham especially. The pressure that such developments have placed on existing infrastructure and community facilities should not be underestimated.

We support the policies in the sustainable communities’ chapter and specifically SC4 – Pollution control. With reference to our comments above on P-TAL we are working with the Environment Agency to identify solutions which support growth in these four locations over the Plan period. The policy also underpins the wider steps – such as WINEP - and specifically planning applications for works on water and wastewater treatment facilities and networks required to continue to improve their environmental performance.
