It is not clear whether there is a plan for Oakham town centre. Without such a plan the approach outlined for retail development seems potentially haphazard.

Developing sites outside of town centres will increase traffic flow through smaller/larger villages on existing infrastructure. The plan should look to safeguard the high street where use of local bus services / cycling and walking can be best realised.
