Representation Summary:

It would be good to have more detail about how RCC plans to actively encourage inward investment of employment into the county, ie how will employers be encouraged to be based in Rutland. Also information on how infrastructure needs will be met.

Respondent: Mr George Weightman

Representation Summary:

The policy should identify Key Employment Sites and highlight these on the interactive proposals map. The key employment sites should be those identified in the Employment Land Update (2013), Employment Land Assessment Update (2016), Policy RLP20 of the emerging Rutland Local Plan 2016-2036 (withdrawn). This includes the Wireless Hill Industrial Estate. The policy should provide flexibility to support the expansion of these employment sites in accordance with para 85, 87, and 88 of the NPPF. Significant weight should be placed on supporting the economic growth and productivity of existing local businesses, their needs and wider opportunities for development.

Respondent: Zeeco Europe Ltd

Representation Summary:

eeco Europe Ltd is generally in support of this policy and as a significant employer of skilled staff at its site at the Woolfox Depot, Rutland, LE15 7QT, we are keen to remain at the current location provided consideration is given to the expansion of the current site and the availability of adjoining land to allow for future expansion of Zeeco Europe Ltd. As a growing business we intend to provide a considerable number of additional employment opportunities for workers from the Rutland area both within our current site and as part of our proposed expansion. Without the possibilities to expand, Zeeco Europe could be faced with having to find additional alternative locations within the UK or overseas for its business.

Representation Summary:

CPC acknowledges the importance of employment locally. In many ways, it is at the heart of producing Sustainable Communities. We agree the thrust of Policy E1 of identifying strategic employment sites, although note there are very few in the larger villages, apart from in Ketton. We also support Policy E3 of protecting existing employment land and premises for the same reason.
However Eassons Garage should not be allocated for residential use, instead it should be identified for employment uses this would be consistent with E3.

Respondent: CPRE Rutland

Representation Summary:

It needs to be made clear here that employment opportunities are likely to be taken up by residents of
other counties and suitable allowance included.

In 1. - Upgrades may also be needed to infrastructure. Also, it is perhaps worth noting that the proposed solar farm north of Barnsdale Gardens appears to be a case of the council not protecting existing employment sites, contrary to this policy.
