The Introduction and Policies should state that increases in employment opportunities should only be in proportion to expected population growth in the County. Otherwise, an implication that growth in itself and without set limits is preferred could encourage net commuting into Rutland and/or create a demand for housing above the planning projections. Economic growth should be in proportion to population growth only otherwise the term ‘sustainable’ does not seem justified.

I find it strange that references is made to Economic strategy 2023 does this exist? why is it not availably given the new one that seems to be in development
for the last 18 months would have been invaluable in informing this exercise. I think we need positive actions not just fine words.

All the largest employment sectors in the county, with the exception of Defence operate within the more urban centres. It is logical then that Policy E1 should support employment growth in those locations and avoid development beyond those centres. This would meet the sustainability objectives of the Plan policies and targets rather than contradict them.
Identification of employment sites must surely follow the logic of the paragraph above.
Employment Land allocation should be secured in existing employment centres of Oakham and Uppingham for smaller industrial development along with the already identified allocations in Ketton.
St George's Barracks to be allocated for small local demand space, mid-size warehouse development amongst a mix-use plan and Woolfox for major warehouse development with the benefit of a smaller industrial park for local regional demand.
The identification of Employment sites in rural locations,
contradicts so many of the other policies in the Plan and will impact on the landscape and historic setting of villages.

Detailed comments have been made about the Rutland Employment Needs and Economic Development Evidence report (Aug 2023).
It is considered that the evidence base provided by Iceni Projects Ltd contains many errors and judgements not appropriate to Rutland.
it relies on a paucity of information and data, so that in drafting the report that the analysts (Iceni) have to make broad and sweeping generalities and assumptions which are in part inaccurate or otherwise misleading. At best the data is unreliable.

32 In June 2023 we advised Council’s in the Anglian Water region on the introduction of restrictions to non- domestic water supply which may limit employment development. That position statement is also attached to this response. Noting that the majority of Rutland is outside of our service area, we recognise that new or expanding business on the east of the county and in around Stamford may generate new demands for water. When this demand is over 0.15MLD then that request for a new demand may be declined. Where allocations in Policy E1 are for office, warehousing, and logistics these would be unlikely to require that quantum of water. Light industrial uses and in particular food and drink manufacture may generate such demands.
We recommend that Policy E1, E2 and E4 have an informative advising that applicants should contact Anglian Water at an early stage in site selection to consider water demands and process efficiencies.

We feel that this chapter lacks detail how our economy is going to grow. For example, more specifically in terms of how inward investment is going to be achieved as the policy seems heavily reliant on entrepreneurship coming from within our existing community which is at odds with the current diversity and age of population.
