Prefabricated homes are built and ready for occupancy more quickly than traditional brick built.
Shipping Container style homes should also be considered, two containers one on top of, and perpendicular to, the lower container would make a decent size starter home, at low cost. You could consider taking it a stage further by having a small development of Container homes on the (now ex) RAF North Luffenham runway, there'll be minimal ground prep requirements as the power, utility & waste supplies etc could run in trenches alongside the runway so requiring minimal digging through the runway to the Container homes.

A more effective approach is to identify specific sites for the delivery of wholly SCB development, because:
- Entries to SCB registers are not means tested and do not provide an accurate position on the number of people who could feasibly and viably build out an SCB plot, and often relate to a desire for SCB in specific locations rather than on market housing sites.
- Delivering SCB housing within market housing schemes can be practically challenging and has the potential to undermine the realisation of consistent design principles across a scheme, and can also negatively impact on delivery timescales.

We support the introduction of a policy on self and custom housebuilding (SCB). However, the Local Plan does not offer up much opportunity for SCB plots since there are few plots of land available within the PLDs and development adjoing PLDs is not supported. Where will these people build their homes? The data shows that they do not wish to build a home on land which is attached to a major development scheme but would prefer an individual plot in a village location.

Taylor Wimpey support the reference in policy H6 to large development sites being ‘encouraged’ to deliver self-build plots, rather than requiring them to be provided. Self and custom build housing is supposed to broaden the choice in housing provision across an area. To require selfbuild plots to be provided on large development sites does not allow this diversification and, indeed, has the opposite effect in slowing down delivery on allocated sites.
Taylor Wimpey would therefore resist any change to the policy which ‘required’ self-build plots to
be provided on major sites.

Firstly, no clarity is offered on what constitutes a “large” development site.
Secondly, Draft Policy H6 requires custom and self-build proposals to be in conformity with all other policies of the local plan. As such, it stands to reason that these dwelling types will only be permitted within established settlement boundaries. Such locations are also suitable, in principle, for other forms of housing. Such an approach is very unlikely to bring forward the number of custom and self-build homes required within the area on a sustained basis.
Thirdly, there is no analysis provided within the emerging local plan or its evidence base as to the scale of need anticipated by the SHMA (2023) for custom and self-build housing in Rutland on one hand, and the number of sites that might viably deliver such housing over the plan period on the other.
The emerging local plan should identify and allocate specific sites for custom and self-build housing. The number of such allocations should clearly respond to the scale of need arising over the plan period as set out in the SHMA.

Whilst there may be uncertainty regarding the current and future number of applicants for custom and self build housing (as people can register on multiple housing registers and therefore the number on the register
is not an accurate representation of custom and self build housing need), it is recommended that further
clarification is provided as to the criteria for where serviced plots should be available for self and custom
build homes.
It is recommended that provision is sought in line with the Council’s latest evidence of local needs, which will need to be subject to ongoing monitoring. This will help to ensure that local needs are accurately addressed over the course of the plan period and that the location and type of self and custom build plots provided is appropriate.

HBF does not consider that requiring major developments to provide for self-builders is appropriate. Instead, the HBF advocates for self and custom-build policies that encourage self and custom-build development by setting out where it will be supported in principle. The HBF considers that Councils can play a key role in
facilitating the provision of land as set in the PPG. This could be done, for example, by using the Councils’ own land for such purposes and/or allocating sites specifically
for self and custom-build home builders- although this would need to be done through discussion and negotiation with landowners.
It is considered unlikely that the provision of self and custom build plots on new housing developments can be co-ordinated with the development of the wider site.
However, if a self-build policy is be pursued, then HBF agree that if demand for plots is not realised, it is important that plots should not be left empty to the detriment of neighbouring properties or the whole development. The timescale for reversion of
these plots to the original housebuilder should be as short as possible from the commencement of development because the consequential delay in developing
those plots presents further practical difficulties in terms of co-ordinating their development with construction activity on the wider site.
