WDH welcomes the reference to the delivery of “a wide range of high-quality housing to meet the County’s minimum housing need and which meets the needs of all sections of the community.” As set out in response to Policies SS1 and H1, RCC must identify additional housing allocations to ensure that the County's needs are fully met, with an appropriate buffer. Principally, that should be focused on the larger villages such as Cottesmore, which play a critical role in delivering the services and facilities that support the residents both of the villages themselves and the wider rural hinterland.

Firstly it's impossible to read through all aspects of this plan in the timeframe you've given. That said, I am supportive of the fact the council is putting a plan in place and the focus on climate change. Rutland is in danger of becoming a retirement haven, the plan needs address how it will attract younger families to the region which will be key to ensure it thrives. with that in mind, I think the plan needs to be more specific about how it will support with leisure and school facilities.

The DIO support the Council’s proposed strategic objectives and encourage the draft policies which respond to climate change, the delivery of sustainable, prosperous and well-designed communities, with appropriate housing and employment opportunities. The DIO believe that the delivery of residential-led development on a brownfield site at St George’s Barracks and the Officers Mess supports the Council’s objectives. Development on previously developed land and opportunities for the re-use of existing buildings aligns with a circular economy and carbon reduction. Redevelopment of these sites will provide an appropriate level of growth proportionate in scale to the local area and County.

Avant welcome acknowledgement in the Vision to provide a range of high-quality housing that meets the County’s housing need. However, it is considered that the inclusion of ‘minimum’ implies that the Council will seek to limit the amount of housing at this level. The Council should be aspiring to reach a position above this figure in recognition of the connection between housing and future economic growth of the County and to ensure that there is adequate flexibility in the delivery of sites.

Anglian Water broadly support the Strategic Objectives.
On objective 2 we would welcome the inclusion of water efficiency as a bullet point for high standards of design. Anglian Water welcomes the identification of the multifunctional role of green and blue infrastructure in objective 8.
We support the inclusion of water resources, water quality and flood management in Objective 9 (natural resources) and water supply and wastewater management in Objective 10 (essential infrastructure). Given climate change and the opportunity for natural flood management to be promoted through Local Nature Recovery Strategies we suggest flood prevention and adaptation could be added to blue and green infrastructure.

The preamble to this chapter defines a laudable list of aspirations …none of which will be realised unless backed up specific SMART deliverables.
Bullet points 3 and 4 are the most important in the view of RPC and should be priority areas for initial concentrated activity.
