The development of an industrial site here is entirely inappropriate. It is in a prominent position in open countryside and will dramatically detract from the nature of the Rutland rural landscape. The A47 is a busy two-way road and any increase in traffic joining it at this site will increase the risk of accidents. Although described as a large village Morcott has very limited facilities and services. The proposed development is outside the planned limits of development. The historic nature and setting of the conservation village would be severely compromised by a comparatively large industrial complex on the proposed site.

There can be no good reason to take a random area of greenfield farmland and earmark it as a preferred site for small scale industry. It will be an irreparable eyesore, there is absolutely no natural screening via trees or topography, and it will provide no benefit to Morcott village. Even the strategic need for such a facility in this specific location cannot be fathomed. RCC must look to utilise brownfield sites first, naturally concealed if possible to protect Rutland’s rural landscape, and not take an easy option of developing open farmland. Wholehearted objection.

The proposed site is remote from the PLD and therefore should be rejected on policy grounds. The site is adjacent an existing small commercial development, however on the adjacent commercial site there is an area of land - about 0.6ac which has stood vacant for over 50 years despite having had the benefit of planning permission for 4 light industrial units which were never developed. The land has been offered for sale in the past and is currently on the market but has not sold. There is therefore no demand for commercial land in this locality.

The Cockpit is one of two approaches to the conservation village of Morcott from the A47. Any commercial development to the west of this road will destroy the open countryside which forms the accepted outlook for the western boundary of the residential area of Morcott. It would create an unacceptable eyesore with no mitigating positive benefits for the village and has no clear advantages over alternative existing sites in Rutland.

The proposed site is totally inappropriate for any form of development .
The stretch of A47 between the two petrol filling stations is already dangerous due to overtaking and speeding traffic, despite the 50 mph restrictions.
Commercial traffic entering and exiting the A47 will make an already dangerous road worse still.
Development on the land will result in an increase in traffic through Morcott thus resulting in a loss of amenity to local residents.
The site is good quality farmland and should remain as such.

This is an inappropriate location for such a development. This is green belt land in a very prominent position and any such development would be clearly visible and detract hugely from the surrounding countryside. The A47 is a busy road and increased traffic to and from the site would seriously heighten the risk of accidents. There would be no noticeable benefit to the village itself, only a detriment with the potential of increased traffic through the village. So much for RCC's stated object to "respect Rutland's rural character ... and it's unique rural identity".

Any development on this site would not result in sustainable growth of a rural business. There is no evidence the development meets local business or
community needs. This does not exploit any opportunities to make this location more sustainable, not classed as PDL, and not physically well-related to existing settlements.

The proposed site is in agricultural use and forms a “buffer” between the village of Morcott and the A47. The site is elevated and any development would be contrary to the“Landscape” and “Character” of the environment applied by other policies in the Draft Local Plan.
The generation of traffic from the allocated site would create additional issues in Morcott.

The industrial area earmarked off the A47 Glaston Road and Cock Pit Lane at Morcott is not appropriate in this location. Presently in this location there is 2x fuel stations, Spar, Tyre retailer, hotel and a restaurant which makes this area busy for traffic. Morcott already suffers from considerable external traffic using the North Luffenham civic tip and also heavy goods vehicles going to the Wing water treatment plant. Therefore the junction off Cock Pit lane and A47 is already busy and and should not be impacted further with intensification of traffic created by a new industrial estate.

We already have many HGVs going through our small village. BIFFA trucks for the waste recycling amenity, many water waste tankers for the Wing water works and of course as I would expect local farm vehicles. Together will all the residential traffic going to the recycling/tip.
To have yet another industrial facility in Morcott is unbelievable. Our village roads cannot cope. We continually have HGVs sent via Morcott so they don't go through Wing by the highways (I live on Wing Road) and throughout the village the state of the verges and the roads themselves are terrible. The roads are not wide enough. There is no policing of the 20 MPH speed limit/

You describe Morcott as a large village in the plan but it is surely by national standards quite small - how much more industrial traffic can it take?

In addition does the county NEED more storage facilities? Are all the others at capacity?

Finally it is proposed for this due to employment opportunities. Most storage containers are pretty much self sufficient I would think. I cannot see much in the way of extra job opportunities for the ugly use of farmland.

I fail to understand why this site has been included in the land allocation of Policy E1. The choice of Morcott is both unsuitable and inappropriate. I accept the principle of siting employment opportunities near to centres of population. However, Morcott is the wrong place for this type of employment. People in Morcott will be unlikely to benefit and employees will inevitably travel in from other locations.

Rather than building on a green field site, it would be preferable to expand the use of existing sites in the County.

The increased amount of traffic and access to the site will be problematic. The Cockpit is a narrow road, barely wide enough to allow the passage of two cars. Direct access from the A47 is also inappropriate - the A47 as it passes by the village is notorious for the number of accidents and direct access from the A47 would only add to the problem.

This appears to be a random selection of an area of agricultural land on which to place an entirely inappropriate industrial site. The site is on high ground and visible from miles around. Use of this type of agricultural land should not be considered and brownfield alternatives should be sought. Services in and around Morcott are very limited. The workforce employed here would need to travel by car. The site is unlikely to benefit the village in any way. The A47 at this point is a busy, two-lane road and the considerable weight of traffic generated by a 1.8 hectare industrial site joining or leaving the road would constitute a very considerable risk to road safety.

The existing service stations are adequate for current needs, without any expansion of them.
The village of Morcott is already adversely affected by HGV traffic to the Wing Water Treatment works, and the Civic Amenity (Re-cycling) Site on the road to North Luffenham, and an increase in HGV traffic entering and exiting the A47 will make an already dangerous road worse.
Development on the land will result in an increase in traffic through Morcott thus resulting in a loss of amenity to local residents. It would also result in a loss of productive farmland.

The inclusion of an a development area along Cockpit Lane, near the A47, is completely inappropriate and contravenes several of the policies in this Plan. The information included (consultant's report) appears to be inaccurate. This potential development area has been included purely because the land owner sees an opportunity for profit, and without any reference to employment, transport, natural environment, local benefit and consultation, or sustainability policy.

The reference to PV etc is at odds with the fact that new builds are still not required to have this as standard.
There are no explicit targets or timeframes. So this is not a plan in the sense of being serious about implementation of this policy.

The consultants employed with regard to development in Morcott are American and as such have little experience of small villages in a rural community. As such their classification of Rutland as falling within the 'wider Leicestershire industrial market' is complete nonsense, Rutland is a predominantly agricultural county and must remain so.
